SAN DIEGO (KGTV) -- A San Diego County leader is asking the state to look into what she calls the disproportionate placement of sexually violent predators in rural East County. In a letter, Board of Supervisors Chairwoman Dianne Jacob asked Attorney General Xavier Becerra to investigate the placements. Jacob says nine out of the 12 predators, dubbed the "dirty dozen" by Jacob, released in the San Diego region have been housed in the communities of Campo, Boulevard and Jacumba Hot Springs. SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent. That's my prediction."The five ZIP codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. "I feel like it's unlive-able; it smells like musty and moldy, looks like they're going to have to redo all the carpets and the drywall."Lange lives in one of the 45 units destroyed by the flood. He said he estimates his losses around ,000, not including his car.10News learned more than 200 people and their pets were displaced from the 100-unit complex.The building was being evaluated for any potential structure damage. Thursday to talk about food insecurity among our nation’s military and veterans.San Diego County has the largest concentration of military and veterans in the world. The CEO of the company shared the group’s mission with lawmakers and how they can feed military families who don’t have enough to eat. Feeding San Diego works to serve thousands of people through food rescue. The organization gathers quality food that would typically go to waste. “Last year we rescued 24 million pounds of food that was going to leave the food system, and go to the waste system, from stores, farms, manufacturers and other sources,” says CEO Vince Hall. The hearing examined the U.S. Department of Agriculture and Veterans Affairs programs that provide nutrition assistance to nearly 20 million veterans across the country. According to the San Diego County Office of Military and Veterans Affairs, 1.2 million residents are associated with the military. That’s 37 percent of the population. Feeding San Diego serves local veterans and military members through an initiative called “Feeding Heroes.” It reaches local families and veterans on or near base, in military housing, and public schools serving students of military families. Dana Henderson, with Feeding San Diego, says the high cost of living in the county is a big reason for food insecurity. “What they are receiving is just not enough to make ends meet.” She goes on to say, “People on a daily basis are having to make those tough decisions between a nutritious meal or paying other types of expenses.”Over 2.3 million meals were distributed to veteran and military families through Feeding San Diego last year. 1818

SAN DIEGO (KGTV) -- A Navy SEAL was sentenced Tuesday after pleading guilty to molesting his relative in California.Gregory Kyle Seerden pled guilty to seven counts of molestation following a preliminary hearing in which the victim testified. According to the court, the abuse happened while Seerden was a Navy SEAL stationed in San Diego. "We can start healing today by making him answer for his crimes every day for the rest of his pathetic existence," Alicia Reppert said, reading a prepared testimony.Reppert is Seerden's ex-wife. She said on the stand, that her daughter endured abuse from her father, starting from when she was five years old. The Deputy District Attorney said the girl mustered up the courage to report her father's crimes in 2015. At the pretrial hearing in May, the now 12-year-old testified in front of a judge. The testimony was so powerful, Seerden pleaded guilty to seven of the nine counts of molestation, without going to trial. He was sentenced to 60 years in prison. Seerden is already serving a 27-year federal sentence for manufacturing child pornography. In 2017, Seerden was accused of of raping a woman while serving in the Navy in Virginia. When authorities searched his cell phone, they found child pornography, including a video of him abusing another 5 year-old relative, while she slept. "In California, you can use that evidence to corroborate molestation in this case," Deputy DA Amy Colby said. Seerden was arrested on April 3, 2017, for the case involving child pornography.
