SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875

SAN DIEGO (KGTV) -- Officials have identified the recruit who died after going into cardiac arrest Sunday morning.The Marine Corps Recruit Deport says 21-year-old Private Patrick Armando Vega was pronounced dead just before noon on Sunday.A drill instructor found Vega unresponsive in his bed around midnight Sunday and conducted CPR. SAN DIEGO (KGTV) - Police are investigating the death of a man discovered in a Barrio Logan alley.A 50-year-old man was found just after 6:30 a.m. Tuesday in the south alley of 1600 Logan Ave. with trauma to his upper torso, according to San Diego Police. Police and first responders rendered medical aid, but the man was pronounced dead at the scene.San Diego Police homicide detectives are investigating the incident. Officers said the man was a homeless person who frequented the area. SAN DIEGO (KGTV) -- Police are searching for a homeless man a Mission Valley father says tried dragging his daughter into bushes before she was able to escape.Chris Gilbert says his 11-year-old daughter went to check the mail Saturday around 2 p.m. on the 5900 block of Caminito Deporte when the incident happened.After walking across the street to check the mail, Gilbert says his daughter felt hands on her shoulders.RELATED: San Diego Homelessness Czar to go on leave to open Mormon temple"She thought it was me, sneaking up playing a game,” Gilbert said.Then, Gilbert says, the man grabbed the 11-year-old by the neck and started dragging her toward some bushes.“She told me he put his hands on her shoulders from behind and was holding her, turned around and kicked him in the shin, got loose and ran into the house and found me upstairs.”That’s when Gilbert ran downstairs to confront the homeless man, hitting him in the shoulder as a warning.RELATED: Oceanside residents demand solution to homelessness issue“I said, ‘you need to get out of here,’ then he started hitting me.”Gilbert’s daughter describes the man as six foot, two inches tall, between the ages of 40 to 45 with thick glasses. SAN DIEGO (KGTV) - North Park business owners are pushing back against Mayor Kevin Faulconer's recent decision to remove upwards of 400 parking spots from 30th Street.The extra space would make way for protected bike lanes from Howard to Juniper, helping the city achieve climate action goals. "Eliminating all of the parking I think will effectively destroy some of the businesses that are here," Said Lara Worm, who owns Bivouac Ciderworks on 30th Street. In a May 16 memo, Faulconer said the decision would bring new mobility choices into the neighborhood and help with a dangerous situation for bicyclists and riders of dockless scooters.RELATED: Hundreds of parking spaces in North Park could be replaced with protected bike lanesThe plan calls for removing about 420 parking spaces and instead installing bollards that block off bike lanes, much like what is currently on J Street in downtown. Andy Hanshaw, who heads the San Diego County Bicycle Coalition, said bike-friendly neighborhoods help businesses. "You're also adding comfort space for more people to access your business," he said. The North Park Main Street Association is now calling on the mayor to opt for an alternative that would keep about 200 spots on 30th, and protect bikes with parked cars as the barrier. The city installed a similar configuration on Beech Street. "It combines the two," said Angela Landsberg, the organization's executive director. "It allows the bikes to co-exist with the cars."In a statement, a spokesman for the mayor said discussions are ongoing, and that the office is committed to delivering a project that works for the community at large. He added that North Park has a severely underused parking garage at 30th and University, and that the current plan calls for adding 90 spaces in the areas adjacent to 30th Street. 1833
