SAN DIEGO (KGTV) -- Since moving to San Diego three years ago, Angela Alean says her financial situation has been like a rollercoaster.“It has been like ups and downs,” she said.By night, she’s a student learning childhood development. By day, she’s an assistant teacher at a preschool in Pacific Beach.She’d like to become a lead teacher one day, but her education has left her with more than ,000 in student debt.Her financial goal is to pay that debt off as fast as possible. Alean is one of several San Diegans 10News will follow for the next year to monitor their successes and struggles while attempting to accomplish a financial goal.“When I think about me not having debt, I think about the possibility of me studying more, learning more about child development, learning more about how to work in a preschool, about better ways to teach children,” she said.Alean knew she needed a lesson in financial management and budgeting, so she turned to free lessons on YouTube.Now she closely tracks her expenses and spending, she’s on a “rice and beans” food budget, and she picked up a second job as a tutor.“I’m willing to make the sacrifice. SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000. SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. Footage from a smart street light overhead and a nearby security camera were also released to the public.After SDPD's homicide unit completes its investigation, the case will be reviewed by the county District Attorney's Office to determine if the officers are subject to any criminal liability, according to police.If any policy violations are discovered, the Internal Affairs Unit will conduct an investigation.SDPD says the Shooting Review Board will evaluate the tactics used by the officers. SAN DIEGO (KGTV) - San Diego Police released video Thursday of a random assault outside a North Park 7-Eleven.The assault happened February 15 about 9 p.m. at the store on 3019 Meade Ave., at 30th St., police said.The woman was standing outside the store in front of the Redbox video rental machine when the man walked up behind her.Surveillance video shows the man push the woman. She fell to the ground and was injured. There's no word on her condition.The attack appears to be random.Anyone with information about the man is asked to call San Diego Police. 567
