SAN DIEGO (KGTV) -- Authorities are resuming their search Thursday morning for actress Naya Rivera who disappeared while boating on Lake Piru with her young son.The Ventura County Sheriff's Department tweeted that Rivera may have drowned. Later Thursday, authorities began a recovery effort, saying they believed Rivera had drowned.The 33-year-old actress rented a boat at the lake with her 4-year-old son Wednesday afternoon, authorities told media. Staff at the lake found the overdue rental with her child on board but could not find Rivera.Ventura County Sheriff’s Department Cpt. Eric Buschow told the Los Angeles Times that the boy and Rivera got out of the boat for a swim but she did not follow him back onto the boat. The boy was found sleeping on the boat alone by other boaters in the lake, Buschow said.Buschow said Rivera's son is safe with family members.Rivera, from Santa Clarita, earned stardom after her breakthrough role as cheerleader Santana Lopez on the television musical "Glee." According to her biography, Rivera appeared in commercials for retailer Kmart as a baby then broke into acting at the age of four when she starred as Hillary Winston in the television sitcom "The Royal Family."Rivera recently appeared on YouTube Premium’s “Step Up” series.Tragedy struck the former cast of the hit television show twice over the last decade. Former "Glee" star Cory Monteith, 31, was found dead in a hotel room in Vancouver, British Columbia, in July 2013. Monteith's death was ruled an accidental drug overdose due to a toxic mix of heroin and alcohol. In January 2018, 35-year-old Mark Salling, known for playing "Puck," was found in a Los Angeles riverbed weeks before he was to be sentenced on charges of possessing child pornography. SAN DIEGO (KGTV) - Commuters trying to avoid traffic along the 56 in Carmel Valley are using side streets, worrying people who live in the Pacific Highlands Ranch neighborhood."It's the worst between 7:30 and 8:30 in the morning," says longtime resident Randy M. She lives in the Portico West part of the development and says she sees cars going 50-60 miles an hour down her block every day."Sometimes, if I'm walking my dog, they'll almost run me over," she says. "So I have to be really careful."The traffic is coming from State Route 56. When that backs up, people will use Carmel Valley Road as an alternative. But that gets jammed as well, leading some drivers to turn into the neighborhood and use side streets and alleys.Making traffic worse, a half dozen schools are in the area (see map above) and all of them start between 8 and 8:40 am."It's a nightmare," says Naz Nahani, who drives her daughter to Pacific Trails Middle School every morning."When you reach this area, you're pretty much at a stand still," she says.The Carmel Valley Planning Board has held a pair of meetings about the issue. Chairman Frisco White says they're trying to find a solution."If the streets are private, we may look into blocking them from traffic during the morning," he says. They've also looked into placing no turn signs on Carmel Valley Road to discourage drivers from entering the neighborhood.Another option that White has heard would be to ask the school districts to further stagger the start times, so the traffic will be spread out over a longer period of the morning.White says the problem may get worse before it gets better, as hundreds of new apartments and homes are being built in the area.Nahani thinks the city should add more lanes to SR-56 and to Carmel Valley Road."We're planning to move closer to the school because of this," she says. 1864

SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. "If just 10 percent of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."RELATED: Abandoned church in San Ysidro to be turned into affordable housingFollowing Tuesday's announcement, pastor Gerald Brown echoed UPLIFT's sentiment.“Churches in our community want to be a part of the solution when it comes to the housing crisis,” Brown said. “This important reform allows us to continue serving our communities in the best way possible, while providing the affordable housing that is so desperately needed.”City leaders also changed municipal code to allow continuing care retirement communities in zones that currently allow multifamily housing and as a conditional use in single family residential zones. SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000. Community members can vote for her company now through December. The goal of CONNECT ALL is to grow startups into thriving businesses which go on to hire local and strengthen the City of San Diego's economy.
