SAN DIEGO (KGTV) — Days after pleading guilty to misusing campaign funds, Congressman Duncan Hunter has announced he will resign from Congress.Hunter, who represented the 50th District, pleaded guilty Tuesday to a federal charge of conspiracy to misuse campaign funds for personal use. Though after the plea, it wasn't clear if the embattled Congressman would resign.“Shortly after the Holidays I will resign from Congress. It has been an honor to serve the people of California’s 50th District, and I greatly appreciate the trust they have put in me over these last 11 years," Rep. Hunter said in a statement Friday.RELATED: Rep. The timing of his decision now leaves the door open for Gov. Gavin Newsom to leave the seat vacant until after the 2020 election. Newsom can also still choose to proceed with a special election or consolidate the special election with a regularly scheduled election, such as the March 2020 Primary.Under California law, Newsom has 14 calendar days after a vacancy occurs to call for a special election, which must then be held within 140 days. Newsom said Wednesday. "Obviously the one focal point always is to avoid redundancy, to avoid waste as it relates to a cost to taxpayers and fatigue of having election after election. Our goal is to always line them up with existing elections to the extent legally possible."The San Diego County Registrar's Office tells 10News the longer Hunter waits, the more complex it could make the March election process.The Congressman said earlier this week he had decided to take a plea deal for the sake of his family. Hunter's wife and former campaign treasurer, Margaret, has already admitted to her role in the finance scandal and faces five years in federal custody and a fine of up to 0,000. Supposed campaign-related events were planned around the family outings to justify using the funds. He and his wife were facing criminal charges including wire fraud, conspiracy and falsification of records ahead of a Jan. 22 court date.Before changing his plea, Hunter continued to maintain his innocence and accused the U.S. Attorney's Office of making a politically motivated case against him, saying two prosecutors were supporters of then-Democratic presidential frontrunner Hillary Clinton.Hunter had planned to seek another term in the November 2020 election. He was re-elected last November with 51.7 percent of the vote despite being indicted in the case just three months prior.Hunter, a Republican from Alpine, was first elected in 2008. SAN DIEGO (KGTV) - Days after Governor Gavin Newsom signed a new law aimed at child sex abuse, three San Diego women came forward to announce a lawsuit against the Diocese of San Diego. The three women say they were abused by Monsignor Gregory Sheridan as children. Sheridan worked in this diocese for 35 years and is on the diocese’s list of credibly accused abusive priests. This new measure gives survivors of childhood sexual assault, regardless of their age, a three-year “window” to bring a civil lawsuit against any perpetrator and employer or third party that was aware of misconduct that created a risk of childhood sexual assault. The new law also extends the statute of limitations for survivors of childhood sexual assault, giving survivors more time to file civil lawsuits: up to their 40th birthday (previously their 26th birthday) or within five years (previously three years) from the date of discovery of an adult psychological injury caused by the childhood sexual assault. One of the victims told 10News, "It doesn’t mean you don’t love God, doesn’t mean you don’t support your church, it means this priest was a bad apple."10News reached out to the Diocese of San Diego and they sent a statement that reads in part, "There is no crime or sin worse than a priest abusing the young people he is sworn to serve and protect. We pray that victims of sexual abuse receive the help they need to heal." 1422

SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. "If the testing of this new product is successful, it could provide a new tool to reduce wrong-way driving." 1383

  

SAN DIEGO (KGTV) — County supervisors and health officials say the region's number of community outbreaks has exceeded its threshold prompting a pause on future business reopenings.Thursday, community outbreaks rose to eight from June 11-17. A community outbreak is considered three or more confirmed cases from the same place.The community outbreaks were linked to three businesses, two restaurants, one private residence, one campground, and one social club, according to Public Health Officer Wilma Wooten. "When people come together and are within 6 feet of each other without facial coverings it's bound to happen."As things open up and people think that they can go back to the pre-COVID-19 existence, we cannot."Three of the eight outbreaks could fall off the county's metrics on Friday and bring the county below the threshold once again.Supervisor Nathan Fletcher said the following actions would be taken in response:The county will pause implementing statewide guidance on additional reopenings, not including Friday's planned reopenings of nail salons and other personal care services; andThe county would begin targeted enforcement on entities that are not following health orders.The locations of the county's eight outbreaks were not detailed. Fletcher said revealing which businesses had outbreaks could jeopardize contact tracing reporting and businesses cooperating.
