And we will either row in the same direction or we will, unfortunately, cause turmoil and whirlpools that will impact not just our two countries, but many people far beyond either of our borders," she said.The secretary said although the United States and China are two complex nations with very different histories, with profoundly different political systems and outlooks, there is a lot about the two peoples that reminds them of each other: an energy, an entrepreneurial dynamism, a commitment to a better future for one' s children and grandchildren."We are both deeply invested in the current order, and we both have much more to gain from cooperation than from conflict," she said. "That doesn't mean we will not be competitors ... VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. LANZHOU, Dec. 6 (Xinhua) -- Nitric acid that spilled from a crashed truck in a northwest Chinese city Monday has caused no contamination of the Yellow River -- China's second longest river, local officials said.Workers had cleaned up tons of acid that entered a roadside drain in a four-hour operation after the accident in Lanzhou, Gansu Province, said a spokesman of a work crew tasked to clean up the chemical.Tests show the spill did not pollute the environment near the Yellow River, he said.Officials with the city environmental protection bureau said they would keep monitoring the water quality of the Yellow River.A truck carrying 14 tonnes of nitric acid overturned and caught fire on Liuzhong Highway near Lanzhou at noon on Monday. One driver was killed while the other was seriously injured.
