"That's how it works."The officer then takes the money, which was booked into evidence.Since the video was released, UC Berkeley Vice Chancellor Scott Bidd issued a statement saying they, "have instructed our officers to monitor illegal vending outside our event venues. This action has been motivated at least in part by issues of public health, the interests of local small businesses and even human trafficking.""In addition, while I cannot comment on the specifics of this particular case, our practice is to issue warnings before giving a citation. In a case such as this, it is typical to collect any suspected illegal funds and enter them into evidence," Bidd said in a statement.Bidd added that he has assigned University of California Police Department to open an investigation into the incident and that the well-being of the community "including those from our marginalized communities of color, is most important to us."UCPD detained three other individuals for vending without a license during the same weekend, according to the university. (KGTV) -- The controversial immigrant caravan is inching it's way closer to the San Diego border, with at least 132 people already in Tijuana. Many of the migrants plan to walk across the pedestrian bridge in San Ysidro and turn themselves in to the customs officers. The group of more than 600 has ridden trains and walked for miles to get to the United States - Mexico border.  Enrique Morones and his team - known as Border Angels - are sending supplies to Tijuana. "The Border Angels have been very supportive, we've had people on the caravan, we have been collecting items for the caravan," he said. "These people that are coming on a caravan are escaping a situation in their country that they're seeking refuge from. Let's welcome that stranger. Give me your poor, your tired your huddled masses."Jorge Nieto, a journalist following the immigrants' journey, says they have been arriving in Tijuana in small groups - 50 to 100 at a time.Nieto was told that once the whole group is together, they'll cross all at once. The caravan hasn't been without controversy.President Trump tweeted this week, saying he instructed the secretary of homeland security to keep the large caravan out of the U.S., and asked Mexico to keep the immigrants from going through the Country. RELATED: Migrant caravan heads to US-Mexico border "They're trying to escape something. A 3-year-old boy and his 1-year-old brother were on their own -- possibly for days -- after surviving a single-vehicle crash that killed their mother in south Arkansas.The older of the two boys was found Monday morning after authorities received a 911 call about a boy who was seen walking by himself in a rural area on a state highway near Camden, Arkansas, Ouachita County Detective Nathan Greeley told CNN.The boy was covered in cuts and scrapes and appeared to have been outside for an extended period, Greeley said."You could tell he was extremely traumatized," Greeley said.Officials gave the boy a bath, food and a change of clothes and distributed a description of him. A family member contacted the sheriff's office and told authorities that the boy's 1-year-old brother was likely nearby, Greeley said.
