Postmaster General Louis DeJoy said this week now is the time for Congress to act in order to enact legislative and regulatory reforms as the agency says it is strapped for cash.DeJoy’s statement comes as Senator Joe Manchin, D-WV, said in a letter to Dejoy that USPS locations in his state are slated to close or reducing hours. Manchin said he is concerned that the postal service will be less accessible to his constituents.“As a public service, USPS is legally required to deliver mail, to all postal addresses in all regions, at a flat rate, no matter how far it may have to travel,” Manchin said in a letter to DeJoy. “The Service’s affordability and continued accessibility are essential for rural communities, especially those with high rates of poverty. In many areas where reliable broadband is not an option, the Postal Service is their only link to medicine, social security checks, and family members.In recent years, the USPS has seen a decrease in mail volume, going from 170.9 billion pieces of mail in 2010 to 142.6 billion in 2019. Meanwhile, USPS continues to operate routes six days a week.To combat the decrease in revenue, DeJoy wants to implement reforms and cut overtime from the budget. The moves could cause delays in shipments, however.“The Postal Service has spent the last four years unsuccessfully trying to obtain reform legislation from Congress and pricing reform from the PRC, while remaining focused on the efficiency of our operations,” DeJoy said. “Given our current situation, it is critical that the Postal Service take a fresh look at our operations and make necessary adjustments. (KGTV) — North County residents forced to use bottled water following a boil water advisory will have to wait a little longer to return to the tap.The City of Poway issued a boil water advisory on Saturday after learning that a recent storm may have compromised the potable drinking water system. Tuesday, the city said two tests showed water meets industry standards and was absent of bacteria. Though the tests are positive, the city says they will continue the advisory per state protocols. Officials were not able to offer a timeline as to when the advisory would be lifted. Officials say water should be boiled for a minute and that it's still safe to shower.As the boil order continued Tuesday, many local small business owners are growing more concerned.At Poway's Round Table Pizza, employees were able to operate on a limited menu and modified permit thanks to help from a neighboring location in Rancho Bernardo. They were one of the few local restaurants able to stay open.But across town, Pacific Pizza owner John Crosser says he's lost thousands after having to throw out dough used with water before the order was issued Saturday."Trying to get things rolling, get cash flow rolling and stuff, and then when you lose two or three days of sales and then everybody still expects all their bills have to be paid, rent has to be paid ... if it continues it could be catastrophic, it really could," Crosser said.Crosser says he's sanitized everything and is ready to reopen, but is still waiting for the green light from the city.Bottled water will continue to be distributed at Lake Poway and City Hall from 7 a.m. to 6 p.m. daily. President Donald Trump predicted on Friday that the US would have enough coronavirus vaccines for anyone who wanted one to have one by April 2021.Trump’s timeline is a bit sped up compared to timeframes offered by several government experts, including CDC Director Robert Redfield and Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases. Fauci and Redfield have suggested the a potential coronavirus vaccine would be widely available by the middle of 2021.Trump said that the US would begin distributing vaccines within 24 hours of FDA approval of a vaccine, which he has suggested could happen as soon as the end of October.“We will have manufactured at least 100 million vaccine doses before the end of the year,” Trump said. “And likely much more than that. Hundreds of millions of doses will be available every month and we expect to have enough vaccines for every American by April. Again, I will say even at that later stage, delivery will go as fast as it comes, they can deliver.”Dr. Scott Atlas, a neurosurgeon who recently joined the White House coronavirus task force, agreed with Trump’s timeline. The highest risk Americans could expect to be vaccinated by January.“The people on the prioritized lists, including high risk and first responders will have the ability to take the vaccine. At the latest, in January,” Atlas said.“There will be hundreds of millions of doses delivered for people to take it during the first quarter [of 2021] and so that by April, every single American who wants to be vaccinated will have the ability to be vaccinated.
