There was a rare sight at San Diego City Hall on Tuesday.A local developer pitched a massive mixed-use complex with hundreds of homes to the council, in front of mostly empty seats. "Our focus has always been on creating a sense of place for the entire neighborhood," said builder Gary Levitt, of Sea Breeze Properties.Sea Breeze Properties plans to transform a 72-acre site just south of the 56 into hundreds of homes, plus offices, retail, and even a hotel and movie theater. The project, Merge 56, didn't get a single 'no' vote from multiple community planning groups.Some nearby residents even came to the meeting to support the project. But even with that backing, it still took five years just to get the council's unanimous vote of approval Tuesday.Levitt said the delays come from regulations, including environmental impact reports, and cost his company an extra million - about 15 percent of that in city processing fees.Councilman Scott Sherman said that is one reason we're in housing crisis. "At the end of the day all the prices get passed along to the consumer and the price of housing," Sherman said. Levitt said ideally it would take two years for a project to get approved. "It's a very expensive process and at the end of the day you're just playing with paper," he said. The project includes 242 new homes, condos, and apartments. Additionally, 47 of them will be affordable units. Two environmentalists did raise concerns about local impacts but the council didn't acknowledge them in their deliberation. Levitt's work, however, isn't done. He still has a number of permits to obtain. They're administrative, but he estimates it'll be about four months before he breaks ground.   1771

Top North Korean officials warned the United States in a letter that denuclearization talks are "again at stake and may fall apart," sources familiar with the process told CNN.The letter was delivered to US Secretary of State Mike Pompeo, who abruptly canceled his fourth trip to Pyongyang, hours before he was scheduled to depart with his new special envoy Stephen Biegun on Friday, sources said.Three sources with direct knowledge of the North Korean position on denuclearization said the letter stated that Kim's regime felt that the process couldn't move forward because "the US is still not ready to meet (North Korean) expectations in terms of taking a step forward to sign a peace treaty."The US has so far been unwilling to replace the armistice agreement that ended the Korean War with a permanent, legally binding peace treaty, which would require the approval of two-thirds of the US Senate.If a compromise cannot be reached and nascent talks crumble, Pyongyang could resume "nuclear and missile activities," the sources said.The existence of the letter, sent to Pompeo by Kim Yong Chol, the former head of North Korea's spy agency, was first reported by the Washington Post.The Post, which characterized the letter as a "secret" communication, said it wasn't clear how Kim had gotten the letter to Pompeo, but suggested that it may have been sent through its UN mission.However, Pompeo has been relying on other backchannels, as opposed to dealing directly with his diplomatic counterpart North Korean Foreign Minister Ri Yong Ho, one source said."Before and after Pompeo became the Secretary of State, he seemed to be more interested in maintaining and engaging with Kim Yong Chol through a backdoor channel, rather than with his formal counterpart Ri Yong Ho," said the source. 1809

(KGTV) - The Ventura County Sheriff’s Department detailed the circumstances leading deputies to search Tuesday the Thousand Oaks home of actress Heather Locklear.The actress was arrested at her home February 25 on suspicion of felony domestic battery and three counts of battery on a peace officer.Locklear told deputies she would shoot them if they ever came to her house again, investigators said.According to the search warrant, deputies looked for a firearm Locklear has registered in her name but did not find it on the property.Locklear is scheduled to appear in court March 13. 614

Thomas Lane, one of the four former Minneapolis officers arrested in connection with the death of George Floyd, posted bail on Wednesday according to jail records.Lane was among the three officers who were charged with aiding and abetting a murder. The fourth officer, Derek Chauvin, was charged with murder.Lane's bail was set at 0,000 following his arrest last week.Lane was on his fourth day with the Minneapolis Police when Floyd died in his custody. This year, the "Annual Salute to Women in Sports" is going virtual.For the first time, the event will be streamed online for free. Those who will be recognized this year include the athletes and leaders who are using their voices and platforms to push for equality and justice.Alana Nichols is no stranger to adversity."I started off on a rocky foot, and I had every opportunity to go off the beaten path," Nichols said. "Whether that be drugs and alcohol or whatever that looked like or just hanging out with the wrong people."But Nichols says, every time, sports would reel her right back in. She was a fastpitch softball star and was on her way to play in college when a snowboarding accident left her paralyzed."In a moment my life was changed completely. I was hoping to go to college on a softball college scholarship; I had the world at my fingertips, and all of a sudden, I'm 17 years old and paralyzed," Nichols said.For a short time, Nichols lost her way without sports. Then, she discovered wheelchair basketball and says that's when she found herself again."That's one of the beauties and the magic about sport, is it makes you feel good," she said. "It makes you feel good to move, and everybody, regardless of their ability, should have the right and the opportunity to figure out how to move and to play."Fast forward to today, and Nichols' athletic resume is stacked: A three-time gold medalist, a dual-sport athlete in wheelchair basketball and alpine skiing, the first female American to win gold in both the summer and winter Paralympic Games."Sports absolutely changed my life, and it continues to benefit me in so many ways," Nichols said.Nichols is also a mother and is the current president of the Women's Sports Foundation, an organization that works to give everyone a chance to play."A lot of what we do is look at the general landscape of what's going on for girls and women in sports and asses the needs of what is not being met and help promote equality and justice in the sports world for girls and women," she said.This year's theme for the Annual Salute to Women in Sports is "Speak with Sport," which 2014 Olympic Ice Dance Champion Meryl Davis describes as celebrating what sports can do for the world."The world of sport, women in sport is so important and so getting a chance to come together and celebrate what sport can do for the world, uniting us and inspiring us is particularly important right now," Davis said. "I'm thrilled we'll get together virtually and do that."Davis started ice skating when she was five. After her Olympic win, she's spent her time traveling, touring and advocating for sports and women in sports.Like Nichols, she'll be part of the virtual salute, which supports the Women in Sports Foundation and many programs that expand access and opportunities for all girls and women in sports."We're hoping to raise .3 million, of course, but this gives us an opportunity to reach so many young women that wouldn't have ever been able to see what the women's sports foundation is about," she said.Nichols says it's the biggest night for Women in Sports, and it's a chance to celebrate the voice they're giving to the voiceless.The event will take place live on Yahoo Sports on Oct. 14. 3253
