SAN DIEGO (KGTV) -- Gov. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. If that doesn't work, it could lead to citations.He says when it comes to enforcement, they want to work with local jurisdictions and police departments, but they will serve citations with or without their help."If they're not going to join with us in enforcement action, if that becomes necessary, we will issue those citations by ourselves without their assistance," Gore said.Since Monday, the county has issued 52 cease-and-desist orders for businesses not in compliance.Last week, California, Washington, and Oregon issued travel advisories that urge visitors from out-of-state or residents returning home from outside travel to self-quarantine for 14 days. 2351

It's been a hard week. SAN DIEGO (KGTV) -- Home sales in San Diego are starting to see a dramatic decrease, according to a new report by CoreLogic.Year-to-year, home sales fell nearly 18 percent from September of 2017 to September of 2018. From August to September of this year, home sales fell nearly 22 percent. Since 1988, the average change in sales between August and September is only 9.8 percent.“The nearly 18 percent year-over-year drop in Southern California home sales this September was the largest for any month in almost eight years,” said Andrew LePage, a CoreLogic analyst.Also in September, sales of newly-built homes in Southern California were 46.6 percent below the September average since 1988.The drop in home sales is due to higher prices and rising mortgage rates, according to CoreLogic. Those factors are pricing out some would-be buyers and prompting others to wait and see what happens with the housing market.The median home price in San Diego County in September of 2018 was 5,000, up nearly eight percent from the same time last year, however, the median price fell by 1.4 percent from August to September of 2018.“Price growth is moderating amid slower sales and more listings in many markets,” LePage said. “This is welcome news for potential homebuyers, but many still face a daunting hurdle – the monthly mortgage payment, which has been pushed up sharply by rising mortgage rates.” 1405

SAN DIEGO (KGTV) - For three decades, the Salvation Army has been serving Thanksgiving meals to those in need.This year, it looks a bit different."Just because we have masks and social distancing, their needs haven't changed," said volunteer Elena Misner.Misner says she volunteers on Thanksgiving and Christmas."When I was starting out on my own, the Salvation Army helped me with classes, clothes, services," she said.She says without that initial help, her life might look a lot different."When I got older I found this opportunity," Misner said. "I wanted to give back, so I gave back."In 2020, giving back looks a little different.For the past three decades, the Salvation Army has held large, family-style gatherings inside Golden Hall.But a gathering of that size is not allowed under California and San Diego County COVID-19 guidelines.So, a new idea."It's not inside at Golden Hall but outside with meals and kits to-go," said San Diego Mayor Kevin Faulconer who was volunteering with meal distribution.Just because it looks a little different doesn't mean the traditional meal needs to change.To-go kits included turkey and stuffing, mashed potatoes with gravy, green beans or corn, cranberry sauce, and pumpkin pie."It's not just about a meal today, but some of the help and services and support represents the best of our city," Faulconer said.On Thursday, the Salvation Army served meals at four different locations. 1437
