SAN DIEGO (KGTV) -- A swarm of ladybugs was so large in Southern California it was picked up on radar, the National Weather Service tweeted Tuesday. SAN DIEGO (KGTV) -- A statue of a dog that sits in the heart of the Gaslamp Quarter is often overlooked, but historians say it says a lot about San Diego's past and its present."A lot of people walk by every day and don't even know the story of who Bum is," said Professor David Miller with the San Diego History Center.Bum the Dog was a stray in the 1890s. According to the History Center, he arrived on a boat without an owner or any identification and made himself at home in his new town."He was really owned by nobody but loved by everybody, and he became a symbol of the new San Diego community," said Miller.Throughout his life in San Diego, Bum would wander through all parts of downtown, often bridging the gap between the upper-class areas north of Market Street and the "seedier" parts of the Gaslamp Quarter."This was the area that you had the bars, the saloons, the brothels," said Miller. "Bum didn't live by the social categories that we had created. So he was just as comfortable going to the firehouse as he was going to the brothel or the Chinese butcher shop."Bum also had adventures. Miller tells a story of how he wound up on a train to LA, spent a few days there, and then came back.He also lost a paw in a fight with another dog. Local veterinarians took care of him whenever he got injured."A surgeon had to amputate part of Bum's leg. So he walked around with a limp for the rest of his life, but he was this hero who had to stand up for himself," said Miller.The statue of Bum, also missing a paw, sits in the garden at the Gaslamp Historical Foundation. Most people who walk by it every day never see it.Other parts of San Diego have paid homage to Bum. The city's dog licenses in the early 1900s had his picture on them. And the History Center's kids club is named after Bum.Miller said Bum's story teaches us all about the importance of history."History is fun stories, it's people's lives, it's dogs getting into fights and kicked by horses and getting on trains to LA," said Miller. "But those stories tell us something more important about ourselves and who we are as San Diego."The statue is located on 4th and Island on the Northeast corner. SAN DIEGO (KGTV) -- A San Diego man was arrested Saturday after allegedly assaulting an elderly woman at a Central Coast beach parking lot in San Luis Obispo, law officials said.Morro Bay Police Officers responded to a disturbance call at around 1 p.m. at the Morro Rock parking lot on Coleman Drive, authorities said.Witnesses told officers that the suspect assaulted an elderly woman and knocked her to the ground. Numerous people witnessed the attack and went to help the victim, according to police.Officials said the woman was treated by first responders for moderate injuries.In a press release, officials said Brian Robert Sprinkle, 39, of La Jolla, "was participating in a surf competition when he exited the water and assaulted the woman without provocation."Sprinkle was booked in the San Luis Obispo County Jail on felony charges of elder abuse and battery, according to Morro Bay police.Officers also found a firearm with Sprinkle's property and seized it.It is believed the suspect was under the influence of marijuana and hallucinogenic drugs, police said in a statement.Anyone with information regarding this incident is asked to contact the Morro Bay Police Department (805) 772-6225.While police say Sprinkle was taking part in the Big, Bad and Ugly surf competition, surf contest organizers tell KSBY News he was not registered with the contest and is not affiliated with any of the surf clubs that participated.ABC 10News affiliate KSBY News contributed to this report. 1497

SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

SAN DIEGO (KGTV) - A San Diego nonprofit is hoping to tackle the homeless crisis with a creative solution.The nonprofit, Amikas, envisions a San Diego where every woman and child has a safe place to live in.They hope to build emergency sleeping cabins, which could temporarily house homeless women and children as they look for a permanent place to live. "They're small, they're immediate, they go up in a matter of days, and so we can house a lot of people very quickly with this solution," said Shanna Welsh-Levin, President of Amikas.Designed by San Diego-based Treecycling, the homes are inexpensive and can be built within 24 hours. The cabins are mobile, able to be dismantled within a few hours. "We built these things like houses so they feel like homes," said Gabriel Stafford, with Treecyling. The house built this week is on display at the Meridian Baptist Church in El Cajon. The ultimate goal would be to run a two-year pilot program, creating an emergency cabin village to test the idea. Welsh-Levin is inviting city leaders and the community to come to learn more about the effort. 1105
