BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials. Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). People irrigate the wheat field at Xiaolu Village in Yuzhou, a city in central China's Henan Province, on Feb. 4, 2009. Henan, China's major grain producer, issued a red alert for drought on Jan. 29. The provincial meteorological bureau said the drought is the worst since 1951. The drought has affected 63 percent of the province's 5.26 million hectares of wheat. About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter. Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said. Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas. Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary. Relevant departments should allocate special funds to aid poverty-stricken people in rural areas. The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work. Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases. Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.
BEIJING, Feb. 12 (Xinhua) -- Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin held in-depth exchanges of views over the phone on Thursday on bilateral relations and issues of common concern. Wen said the ongoing unprecedented financial crisis has inflicted a severe impact on the world's economic and political structure, and brought difficulties to the development of China and Russia. As strategic partners for cooperation, China and Russia should enhance coordination and cooperation, which has important significance not only for the two countries but the world at large, Wen said. He said China and Russia enjoy firm mutual trust and have huge potential for cooperation in such fields as the economy, trade, energy, science, and technology. Chinese Premier Wen Jiabao (L) meets with Russian Prime Minister Vladimir Putin in Moscow, capital of Russia, Oct. 28, 2008. Wen Jiabao and Putin held talks here Tuesday at the 13th regular meeting between Chinese and Russian prime ministers. The two countries share broad consensus on many major issues including the overhaul of the international financial system, Wen said. With firm belief and positive actions, we are sure to overcome the financial crisis, he said. China is willing to take the opportunity of the 60th anniversary of the establishment of diplomatic relations to enhance high-level exchanges with Russia, actively promote cooperation on major projects, successfully hold cultural activities such as the Year of Russian Language in China and the Year of Chinese Language in Russia, and strengthen coordination and cooperation in international affairs in efforts to promote the China-Russia strategic partnership of cooperation to a higher level, Wen said. Putin said Russia always attaches great importance to the China-Russia strategic partnership of cooperation. In the current situation, Russia is willing to work with China to strengthen high-level exchanges and communication, and promote cooperation in areas such as the economy, trade and energy, Putin said. He said Russia is willing to make joint efforts with China to ensure the success of celebrations for the 60th anniversary of diplomatic relations and the Years of the Chinese and Russian Languages to promote the further development of China-Russia relations.
BEIJING, March 25 (Xinhua) -- China voiced its strong dissatisfaction Wednesday against a U.S. Congress resolution on the Taiwan Relations Act saying it is an interference in its internal affairs. "China is strongly dissatisfied and has lodged a solemn representation over the resolution adopted to commemorate the 30th anniversary of the Taiwan Relations Act," Chinese Foreign Ministry Spokesman Qin Gang said in a statement. The U.S. House of Representatives voted for the resolution Tuesday. The Taiwan Relations Act, passed by the U.S. Congress in 1979, required the United States to provide Taiwan with arms of a defensive character. China has never recognized the legitimacy of the act. Qin said the Chinese government and people, from the very start, resolutely opposed the Act adopted by the United States unilaterally. "We urge the United States to follow the basic norms guiding international relations and the three Sino-U.S. joint communiques, and stop the wrongful act of using the Taiwan issue to interfere in China's internal affairs," Qin said.
