SAN DIEGO (CNS) - Weather forecasters are warning of "near-critical fire weather conditions" Sunday evening through Tuesday morning in San Diego County because of developing Santa Ana winds."Areas west of the mountains will see a sharp rise in temperatures early this week," the National Weather Service said, "with coastal locations potentially experiencing their hottest conditions so far this year."Inland areas and especially deserts will remain very warm through Thursday, the NWS said, before widespread cooling takes hold late in the week.Early morning satellite images showed widespread clouds extending to the coastal slopes, but much thinner than Saturday and with less uniform coverage, forecasters said. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462

SAN DIEGO (KGTV) -- A 30-year-old man was hospitalized Saturday night after police say he was stabbed outside a City Heights liquor store.According to police, the 30-year-old victim was standing outside the Qwik Korner Liquor store at 39th Street and University Avenue when a woman walked up to him.The woman, later identified as Irmalinda Gonzales, 37, then started swinging her arm, stabbing the victim in the left arm, police say.The man was taken to the hospital with non-life threatening injuries. SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue.
