ULAN BATOR, Dec. 1 (Xinhua) -- Mongolia will continue to curb the spread of HIV and strive to maintain a low prevalence of the AIDS epidemic, a government official said Thursday.Gansukh Battulga, an official with the National Committee on AIDS, told Xinhua that Mongolia is currently an HIV low-prevalence country with a total of 99 people, 15 of whom have died, infected with the virus that causes AIDS."Among the 99 HIV infected cases, 81 percent are men, and the remaining 19 percent are women," Battulga said. "Among the male infected cases, 83 percent belong to MSM (men who have sex with men) group while sex workers account for 54 percent of the female infected cases."The official said the government has launched a variety of programs and tasked the National Committee on AIDS to coordinate all organizations in fighting the epidemic.According to a National Strategy Plan for 2010-2015, Mongolia will strive to maintain its current low HIV-prevalence rate of below 5 percent in the most-at-risk population.

SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. MOSCOW, Oct. 3 (Xinhua) -- A Soyuz-2.1B rocket carried a Glonass-M navigation satellite into orbit early Monday after a two-day delay caused by high winds, a Russian Space Forces spokesman said."The launch of the booster rocket is as scheduled. The satellite Glonass-M was put into the orbit under control at 03:55 Moscow time (2355 GMT on Sunday)," said Colonel Alexei Zolotukhin.Zolotukhin told reporters that the rocket was launched at 0:15 Moscow time (2015 GMT, Sunday) from the Plesetsk Space Center in northern Russia.The Russian Space Forces said the launch was initially scheduled for Saturday but was postponed due to high winds.Glonass is the Russian equivalent of the U.S. Global Positioning System (GPS), which is designed for both military and civilian use. The system requires 24 operational and 2-3 reserve satellites in orbit to ensure global coverage.In December 2010, a malfunction of the booster resulted in a loss of three Glonass satellites.
