Members of the Standing Committee of the CPC Central Commission for Discipline Inspection and leading officials of relevant departments attended the meeting as non-voting delegates. Some delegates to the 17th CPC National Congress, including a few from the grass roots and a few experts and scholars, also attended the meeting as non-voting delegates.The plenum was presided over by the Political Bureau of the CPC Central Committee. TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.

BEIJING, Sept. 14 (Xinhua) -- China UnionPay and MasterCard Worldwide announced Tuesday that they have signed a Memorandum of Understanding for future business development.The agreement seeks to set up a cooperation mechanism for both sides and the two companies plan to form working groups to discuss and implement development plans for online payments and other business opportunities.China UnionPay is the bankcard association in China, operating unified interbank clearing and settlement systems throughout the country.

However, the talks were halted when Israeli settlers restarted building in the West Bank after Sept. 26, when Israel's 10-month settlement construction moratorium ended. DOHA, Nov. 7 (Xinhua) -- Qatar's Prime Minister said Monday that Qatar attaches great importance to its relations with China and hopes the two countries' media could enhance cooperation as part of the efforts to bring bilateral ties to a new high.Sheikh Hamad bin Jasim bin Jabir al-Thani made the remarks during a meeting with He Ping, editor-in-chief of China's official Xinhua News Agency.Sheikh Hamad said Qatar and China share mutual interests in many aspects and bilateral cooperation in such fields as politics and economy have made remarkable headway in the past years.The prime minister expressed the hope that the two countries' media could play their due role in the development of bilateral relations.For his part, He Ping said China and Qatar have enjoyed ever- deepening relations in the past years driven by efforts from the two countries leaders.He said Xinhua would join hands with Qatari media to tap new channels in cooperation to deepen the understanding and friendship between the two peoples.He is heading a delegation in Qatar for a two-day visit to the Gulf state.
