SAN DIEGO (KGTV) — Months after pricey photography equipment disappeared during a car burglary in Pacific Beach, the victim made a stunning discovery at an estate sale right in his own neighborhood.Near Pacific Beach Drive and Ingraham Street in February, Danny Desanti came out and found all the doors of his hatchback open. Desanti, a professional photographer, had loaded up the night before for an early morning shoot in Santa Barbara."Didn't want to wake up my baby, so I loaded items the night before ... huge loss for me," said Desanti.The loss was dozens of items and more than ,000 worth of missing equipment, painful for a small business owner."Since then, I've been slowly buying the stuff back and renting the gear," said Desanti.Nine months later, Desanti saw a sign for an estate sale less than a block from his home. The sale was taking place at a house of an elderly man he had never met.He stopped by and after some browsing inside, something caught his eye. He looked around and saw a lighting clamp which looked very familiar. That's when he peered in for a closer look."My heart skipped a beat. Couldn't believe it. Absolutely shocked," said Desanti.Written on the clamp was his last name. The clamp was stolen during the car break-in. He says he continued to browse and found a handful of other items that were taken, including cables and reflectors."Got goosebumps. The hair on back of neck stood up," said Desanti.After he ran back home to get his police report, the company handling the estate sale let him have stuff back. Most of his stolen equipment has yet to be recovered. "Anybody would bought any lighting equipment at the estate sale, I would really appreciate it if you would get in touch with me," said Desanti.The questions linger. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) - On this holiday, some extra thanks for a Clairemont family, months after an expectant mother was placed on a ventilator from COVID-19."This Thanksgiving, I’m thankful to be here with my family," said Ashley Duque.That family includes Ashley, her husband Diego, their daughter Anna, 3, and the newest addition, three-month-old Lucas."He came out our miracle baby," said Ashley.The miracle emerged from a pandemic. In March, 17 weeks into her pregnancy, Ashley was hospitalized with coronavirus, before being placed on a ventilator for five days."It was very, very scary," said Ashley.She spoke to ABC 10News from her hospital bed while recovering. Ashley was discharged after more than two weeks, but she would be back for nine different surgeries from complications from the COVID-19 treatment.Most of the surgeries involved removing scar tissue in her throat caused by her time on the ventilator.Then in August, Ashley was back in the hospital, as she went into labor three weeks early."I was nervous and scared," said Ashley.Despite her COVID battle and her other health issues, Lucas Duque was born August 25, weighing 6 pounds, 6 ounces. He was healthy."We’re just very blessed that nothing happened to him," said Ashley.On this Thanksgiving holiday, there is a mix of emotions. Ashley is still having issues with the scar tissue, but Ashley and Diego are feeling an overwhelming feeling of gratitude."In a flip of coin, anything can happen. SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381
