SAN DIEGO (KGTV) - After a deadly house fire in Logan Heights, 10News spoke with a retired fire captain on fire safety checks that can protect you and your family.Bob Lyon is a retired fire captain and knows the tragedy that can come with burglar bars in the Logan Heights neighborhood, "something that they're using for protecting their lives, ends up being something that costs them their lives."A Fire Code adopted in the late 1990's requires bars have a safety latch. "You put your foot on it, and it releases the bars because there's a little spacer in it and it will pop them, and the bars are supposed to swing open," Lyon said.RELATED: One dead, five injured in Logan Heights house fireMany homes still have old bars, or those with the safety mechanism can rust, locking them in place. "Rarely do people maintain those, just because they're something out of sight, out of mind," Lyon said solemnly.Neighbor Miguel Hernandez a few doors down from the deadly Sunday morning fire told 10News in Spanish he checks his home's bars often to ensure the security of his family. He added he checks the smoke alarms as well, changing the batteries the recommended 6-months or each year.Lyon said one more thing you can do is "sleeping with your bedroom doors closed because that helps compartmentalize and keeps the fire out of your room, gives you more time to get out."It also gives firefighters more time to get to you.Lyon said firefighters learn how to break through burglar bars in the academy, but it takes precious time. 1534

SAN DIEGO (KGTV) -- About 500 people turned out for a school safety community forum for the Poway Unified School District Tuesday night. Poway Unified School District put on the event so parents could learn what the district is doing to address and school and student safety.  The district asked parents to send in questions ahead of the forum. The forum, held at the Mt. Carmel High School Performing Arts Center on Carmel Mountain Road (map below).“In recent past couple weeks, San Diego schools have been inundated with threats. huge waste- prevent learn- gotten discussion and discourse going where school safety is once again a priority in terms of discussion for this community,” Christine Park, with Poway Unified told 10News.The mayor and the San Diego Sheriff Bill Gore were also at the forum. Marly Franke sent in several questions about emergency protocols, security cameras on campuses as well as what training is available for teachers and students.“I think this is hopefully the beginning of a more open communication forum,” she said, “I think in the past schools make decisions more unilaterally, and we have to involve the community when it comes to children safety.”RELATED: Timeline shows threats made against San Diego County schoolsThe forum comes on the same day the district launched a hotline for to report school threats and the school district announced it earmarked -million in its new budget for school safety and security.Messages left on the Poway hotline will be monitored around the clock by the Poway Sheriff’s Station. Kim-Phelps said. "They say, ‘we can’t really say, because we don’t want to educate or teach the bad people out there how to make something look like its credible when it’s not."Kim-Phelps made it clear to parents how the district felt about letting guns into the classroom.“We got an applause from the whole auditorium when we said, ‘no,’” she said,  “Because we’re going to leave the firearms to those who are trained to carry those.”Parents also asked about backpack searches and the metal detectors on campus.  Kim-Phelps said backpack searches were illegal without cause, and after talking with law enforcement, the district felt metal detectors would be ineffective in preventing attacks.Flow of information when threats are made Many parents were also concerned about the flow of information when threats are made.  The district explained that sometimes it takes time to verify facts, and they won’t relay information to the public unless the details are confirmed.  3361

SAN DIEGO (KGTV) -- A San Diego woman said a scammer used the military to trick her into paying for a phony apartment rental."We were looking to move during this tough time, which is kind of already more stressful than it normally would be,” said Maci, who declined to use her last name.She searched various websites and thought she found a good deal on Craigslist for a place downtown on Market Street. Through email, the supposed owner said his name was Matthew Sherman, a sergeant stationed at Naval Station Rota in Spain. He said he was looking for a long-term renter and sent Maci a link with photos and an Airbnb site that looked legitimate."Along with the presence of the military, presence of the Airbnb website, I felt safe in the process,” Maci said.She exchanged emails and text messages to get more information about the apartment. She wired ,600.“There was this sense of pressure because I was so worried that this great deal was going to disappear,” Maci said.It turns out that the listing was fake. Maci said the profile photo used by the man pretending to be Sgt. Sherman was a real soldier who passed away in an accident in 2018. “It really just sad heavy on my heart because this person's family doesn't realize his photo's being used for criminal activity,” Maci said.When Team 10 contacted “Matthew Sherman,” the response via email was similar to what Maci received. When questioned if the listing was legitimate, he stopped responding.It was an expensive lesson for Maci, but one she wants to share so others do not fall for it. SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough.
