BEIJING, May 24 (Xinhua) -- Clean energy projects, specifically new energy vehicles, energy-efficient construction and clean coal technology, are the key areas of science cooperation between China and the United States, a Chinese official said here on Monday.According to a new agreement between the two countries, they will invest in joint laboratories, and support research in related areas, Cao Jianlin, vice minister of science and technology of China, told a news briefing on the second China-U.S. Strategic and Economic Dialogues."Both China and the U.S. are the major car production and consumption countries thus both seek to develop new energy vehicles," said Cao.China is the biggest construction market in the world and a major coal consumption country, while the U.S. is also eyeing energy conservation in construction and coal consumption, he said.The U.S. is a country with advanced technologies, and China also has cutting-edge technologies regarding energy applications. The complementary cooperation between the two will benefit both Chinese and American people, Cao added.

BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province.The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide.Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said.The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.

  

CHENGDU, May 29 (Xinhua) -- China Saturday started construction of a center in southwestern China's Sichuan Province to train giant pandas born in captivity to live in the wild.The center is located at Majiagou of Yutang Town, Dujiangyan City, said Zhang Zhihe, head of the Chengdu Giant Panda Breeding and Research Base and founder of the center.The center covers an area of 134.87 hectares and will cost 160 million yuan (23.5 million U.S. dollars).After the center is completed, the breeding and research base will put 40 to 50 giant pandas raised in captivity into the center for training and research, according to Zhang.The center will cooperate with the Chengdu breeding and research base, the Wolong Giant Panda Conservation Base, the Dujiangyan Disease Control and Prevention Center for Giant Pandas and the Shaanxi Rescue Center for Endangered Animals.In the experimental zone of the center being built, the giant pandas will be trained to reduce their dependency on humans. But they will still live in cages.After five to 10 years training in the experimental zone, the giant pandas that perform well will be introduced into the "half-natural" zone.In the following five to 10 years, the pandas there will live in tree holes or caves and forage for food. But they will still receive frequent checkups and participate in artificial breeding.Then, only one or two of the giant pandas will have the chance to spend another five to 10 years in a nearly "natural" zone with little human contact. Then they will be released into the nearby giant panda natural reserve, Zhang said.Giant pandas are the world's most endangered species. Some 1,590 panda live in the wild and over 300 pandas are in captivity in China, Zhang said.China started a giant panda training project in 2003 to teach the animals to live in the wild. But the project suffered a major setback when Xiang Xiang, a five-year-old male panda, was found dead in a remote part of the Wolong Nature Reserve in February 2007.Xiang Xiang was released into the wild in April 2006 after nearly three years of training.

  

BEIJING, May 11 (Xinhua) -- China and Denmark had forged good cooperation and friendship in the past six decades, bringing "real and tremendous" benefits to both peoples, a senior Chinese diplomat said Tuesday.Chinese Vice Foreign Minister Fu Ying made the remarks in Beijing at a reception held by the Danish embassy to China celebrating the 60 years of China-Denmark diplomatic relations.Working as an interpreter and accompanying the Queen Mother of Denmark on her visit to China in the mid-1980s, Fu said nobody expected the trade volume between the two countries would grow the way it had."For many years now China has been the largest trade partner of Denmark in Asia."Even in the most remote areas of China, the Danish beer, Carlsberg, could be seen and many garment brands from Denmark were very popular among Chinese young people, she said.In 2008, China and Denmark established an all-around strategic partnership to expand bilateral relations, as evidenced by closer cooperation in clean energy technologies, research and education and growing people-to-people exchanges."On clean technology, Denmark has been a first mover. And China is certainly a fast mover. Eventually, we will become the leading clean-tech economies of tomorrow," Danish Permanent Secretary of State Claus Grube said at the event.One in every 1,000 Danes were studying, working or traveling in China and Chinese businesses were establishing themselves in Denmark, which increased mutual understanding, said Grube.
