CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

(CNS) - Homicide detectives Thursday were investigating the death of a man found in a Chula Vista bank parking lot.At about 10:25 p.m. Wednesday, a 911 caller reported finding a man down on the ground with blood surrounding him in the parking lot of the Bank America branch on E Street and Third Avenue, Chula Vista police Lt. Jason Deaner said.Officers responded to the scene and found the man with apparent wounds on his body, Deaner said. The man, whose age was not immediately available, was pronounced dead at the scene.The San Diego County Medical Examiner's Office was called in and will perform an autopsy on the man to determine the cause and manner of death, the lieutenant said.No further details were immediately available. 763

  

CHULA VISTA, Calif. (KGTV) -- A high school Senior from Chula Vista was charged in Federal Court Monday for reportedly trying to recruit other students to smuggle drugs into the U.S.Court documents show that Phillip Junior Webb, who was a senior at Castle Park High School in 2017, recruited other high school students to smuggle methamphetamine and fentanyl into the U.S.According to the documents, starting in July of 2017, juveniles were caught trying to smuggle drugs by strapping the drugs to their bodies as they tried to enter the United States.RELATED: Teens targeted to smuggle Fentanyl across US-Mexico?On May 4, Web was reportedly caught trying to bring a Chinese national and Mexican national into the U.S. in the trunk of his vehicle.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Adam L. Braverman. “Our youth are being recruited by drug cartels to smuggle dangerous drugs across the border. We are going after the recruiters who exploit these kids, but the kids also need to know that they are gambling with their lives when they do this. CHULA VISTA, Calif. (KGTV) - An Eastlake pizza restaurant shut down Wednesday after an inspection turned up signs of rodent nests, droppings and urine.Filippi’s Pizza Grotto at 871 Showroom Place, near Otay Lakes Road and Hunte Parkway, received a primary inspection report April 18 from the San Diego County Department of Environmental Health.The inspector found 20 dried rodent droppings in a back oven and rodent nests in the panels of two ovens, County documents showed. There were also rodent droppings in utensil storage areas, beneath a stove, and dry storage areas, according to the report.The report indicated there were multiple holes in an exterior wall and a door leading to the outdoor trash area that building management had ordered to remain open.The County Dept. of Environmental Health conducted a second inspection the following day.The inspector reported six dried mouse droppings and two fresh rat droppings in dry storage on the building’s second floor, according to County documents.There was also dried urine on the plastic wrapper of cardboard pizza boxes and gnaw marks through plastic into boxes, the report said.The operator of Filippi’s told the inspector the restaurant had been deep-cleaned before the re-inspection.Filippi’s reopened Friday afternoon, according to County health officials. 1333
