SAN DIEGO (KGTV) — San Diego Police officers are getting a new chance to buy a home in the city that they serve.This week, the city launched a public-private partnership that allows eligible officers to get up to a ,000 interest free loan that can go toward a down payment for a home. "We're not here to help people buy million dollar homes or anything like that," said Councilman Chris Cate. "Several of our officers have had to move outside of the county because the price of homes keeps going up and up and up," said Jack Schaeffer, who heads the San Diego Police Officers Association. SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. SAN DIEGO (KGTV) -- San Diegans posted images and updates about the fierce Valley Fire burning out of control in the Japatul Valley on Saturday night.Photos and videos shot from various locations around San Diego show a large ominous plume of smoke over the county. Others show videos of flames near the scene of the fire, and at least one local resident miles away from the fire documented ash falling from the sky.As of late Saturday night, fire officials said the blaze has scorched about 1,500 acres. Crews continue to battle the fire under harsh conditions, including strong winds and high heat. SAN DIEGO (KGTV) -- San Diego Gas and Electric customers won’t have to pay millions in wildfire costs tied to the company, according to a new U.S. Supreme Court ruling. The court Monday rejected the utility’s appeal to pass 9 million on to rate-payers. The costs are related to the deadly 2007 wildfires that tore through San Diego County. Investigators say SDG&E equipment sparked the Witch Guejito and Race Fires. The company has denied the claims and says the fires were caused by other factors. The ruling comes roughly a week after SDG&E asked the Public Utilities Commission to raise the bare minimum bill from to per month. The utility claims the change is needed to accurately reflect the costs of keeping low-use customers to the grid. The move would affect anyone whose bill is less than per month.
