UNITED NATIONS, Sept. 29 (Xinhua) -- The recent announcement by China to start its national emissions trading system in 2017 is a clear signal of China's commitment to a low carbon future, said Rachel Kyte, World Bank Group Vice President and special envoy for climate change.
