RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. (AP) — California Democratic Party Chairman Eric Bauman was accused of inappropriate behavior on a campaign bus days before the Nov. 6 election, a Democratic official said Tuesday, a day after Bauman took a leave of absence.Bauman was among those aboard a bus during a statewide get-out-the-vote tour. Two young women on the bus reported alcohol was consumed and inappropriate sex talk occurred on Nov. 1, said David Campos, chairman of the San Francisco Democratic Party.The bus was scheduled to arrive in San Francisco the next day at an event with U.S. House Minority Leader Nancy Pelosi. (AP) — Pacific Gas & Electric's key lenders on Tuesday offered a billion plan to pull the utility out of bankruptcy and give the tarnished company a new name.The proposal filed in U.S. Bankruptcy Court would set aside up to billion of that billion to pay claims on the 2017 and 2018 wildfires caused by PG&E equipment, the Sacramento Bee reported.The plan offered by PG&E's leading bondholders would compete with an alternative that the newspaper says is being drafted by PG&E. Normally the company in bankruptcy has first crack at proposing an exit plan, but the bondholders said in a court filing that they filed their plan because PG&E has "wasted crucial time needlessly."The bondholders also want to rebrand PG&E as Golden State Power Light & Gas Company.Asked about the bondholders' plan, the utility said in a statement that it was considering all options as it navigates the bankruptcy process.The new proposal came four days after Gov. (KGTV) - A California Assemblymember wants to make horse racing safer and prevent deaths on the track.Assemblymember Ash Kalra (D-27) says it's the only way to ensure the sport's survival in the state."I think whether you're a race fan or not, everything we can do to protect the horses, while protecting the sanctity of the sport as well, is important," says Kalra.His proposal, Assembly Bill 2177, would create sweeping changes to the way horses are cared for at the tracks. Among the most notable changes, all large tracks would be required to have CT Scans on site. Kalra says this will help get more accurate diagnoses of injuries.The bill would also require tracks to have on-site pharmacies, and trainers could only give medicine from those pharmacies to the horses. Veterinarians would also be prohibited from carrying medicine to the tracks."If you mask injuries, you risk greater injury," he says. "So we want to make sure that medications are being prescribed that actually deal with specific injuries, they're not performance enhancing and they're not being used to mask an injury just to get a horse out on a track when it's not ready."The bill requires the immediate suspension of any trainer who has a horse die on the track, pending an investigation. It also gives the California Horse Racing Board the authority to suspend or revoke a trainer's license for repeat violations of medication regulations.The bill is sponsored by PETA and the animal rights group Social Compassion in Legislation. In a statement, PETA Senior Vice President Kathy Guillermo says "Horse racing shouldn't come with a death toll, and this legislation can help to make sure it doesn't."Judie Mancuso, the President of Social Compassion in Legislation told 10News that this bill can be a good compromise between the industry and people who want to see the sport eliminated."A lot of it is just common sense," says Mancuso. "If horse racing is to exist in California, there has to be zero tolerance for fatalities."Horse deaths were a major problem in California in 2019. Santa Anita saw 44 horses die at the track since December of 2018. The Del Mar race track had a handful of deaths during its Bing Crosby fall season.Kalra says Del Mar has been a leader in horse safety and the rest of the state should look to them for best practices."Del Mar is actually one of the safer tracks and that's something we want to look at," he says. "Why is it safer? We can learn a lot by what's happening at your local track and hopefully these rules and regulations will be able to encapsulate some of the good things happening in the industry as well."Officials from Del Mar declined to go on camera, but released a statement to 10News about Assembly Bill 2177. In it, they say:"The Del Mar Thoroughbred Club (DMTC) is committed to working with the legislature and equine experts to ensure the safest possible environment for California's horses and riders. Ronald Gasser will spend the next 30 years behind bars for shooting former NFL star Joe McKnight.Gasser faced up to 40 years in prison after his conviction of manslaughter in January of this year.He was arrested on a manslaughter charge Dec. 5, 2016, a few days after the shooting, and charged with killing McKnight at a busy intersection in Terrytown, Louisiana following a road rage incident.He was later indicted on a second-degree murder charge.During the trial, prosecutors painted Gasser as the aggressor in the deadly encounter.Today, Judge Ellen Kovach said the fatal road rage incident should serve as a cautionary tale.If Gasser and McKnight had disengaged, or if Gasser hadn’t decided to use his firearm, both could have walked away.“This tragedy did not need to happen,” Kovach said.The mother of Joe McKnight's son, Michelle Quick, yelled out that's "less than he deserves." And she cursed as she was escorted out of the courtroom. Quick and other family and friends read emotional, tear-filled impact statements before the sentencing.Joe Mcknight's mother, Jennifer McKnight spoke last. She stood in front of the courtroom and immediately started crying. She did not read from a paper. She looked right at Gasser, almost the entire time. She said when she found out she prayed "Lord not my child."She also told Gasser: "You took that part of me. You put pain on me I am not able to endure. I have to forgive you to have some sort of peace to live my life."Quick also took the stand. She says McKnight and her 7-year-old son Jayden -- called his Dad's phone after learning of his death. He left a voicemail. He asked his mom if dad could hear it from heaven. He asked if he could watch his dad's highlights on YouTube. When he went to watch a video, a clip of his dad's body on the ground came up. She did ask the judge for the maximum sentence of 40 years.Gasser gave no response. He sat in an orange jumpsuit, frequently looking down at his hands.Outside of the courtroom Jennifer McKnight told the press "He feels no remorse." 2050
