SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

Thursday, crews from Big Trees Nursery began removing dozens of trees from the property."I couldn't believe it," neighbor Brian Edmonston told 10News. "I thought it was outrageous and it was a cruel thing to do."In 2017, owner Michael Schlesinger backed a ballot measure which would have allowed him to build more than 100 condos on the land.  The day after Poway voters rejected the plan, Schlesinger closed the club.Poway City Councilmember Barry Leonard told 10News that because the land is private property and the trees being removed are not "native trees", Schlesinger is within his rights to remove and sell the trees.Leonard also said that because Schlesinger terminated water service to the property, he would rather see the trees removed than die. 908

SAN DIEGO (KGTV) -- Officials with the the Department of Homeland Security announced Friday plans to screen people returning from restricted countries.American citizens, legal permanent residents, and their immediate families returning to the United States will be required to arrive at one of 13 airports for enhanced screening for coronavirus.“While the overall risk of serious infection from the coronavirus to the general public remains low at this time, the Trump administration is taking these aggressive measures to keep the risk low, requiring all Americans returning from affected areas in Europe to be funneled through 13 airports for screening upon their return to the U.S.,” said Acting Secretary Wolf. “To minimize disruptions to travelers, TSA, CBP, and air carriers are working to identify qualifying passengers before their scheduled flights. SAN DIEGO (KGTV) -- North County leaders, including city mayors and Supervisor Jim Desmond, joined Legoland officials Friday morning in a press conference demanding answers from the state as to when and how they can reopen.They said a letter was sent last week to Gov. Gavin Newsom requesting that the state implement protocols to abide by to reopen, similar to what they established with schools.Legoland's park is mainly outdoors and has been closed since March. Their hotel opened in July and hotel guests can access the main promenade but the park wants to open its doors to the public. The park's president, Kurt Stocks, said Legoland has implemented safety guidelines for the attraction to operate outdoors with sanitizer stations, distance markers and temperature checks upon entering. Stocks said he and city leaders believe the state needs to implement guidelines for all businesses across San Diego county, indoor and outdoor, so employees who were furloughed or laid off can get back to work. At Friday's press conference, leaders also stated they constantly receive calls from residents with questions as to when they can open their businesses back up and hope to provide them with answers sooner than later. According to police, 55-year-old Robert Frank Erbe, who police say was a transient, died after suffering trauma to his neck. Officers were called to the 3100 block of Sports Arena Boulevard around 8 a.m. on November 28 after receiving reports of a man with serious injuries.
