Hundreds of flights were canceled and 14 million people were under a blizzard warning Sunday as a storm brought snow, wind and rain to large stretches of the Midwest.Kansas Gov. Jeff Colyer issued a state of emergency declaration for the state.Kansas City International Airport was closed to flights arriving on the airfield due to low visibility caused by weather conditions and limited visibility under a quarter-mile, according to an airport tweet. The Kansas Division of Emergency Management's Twitter page said the declaration "authorizes the use of state resources and personnel to assist with response and recovery operations in affected counties.""We strongly recommend that you postpone travel plans, if possible; however, if you must be on the road, make sure your vehicle's emergency kit is stocked, your gas tank is full and your cell phone and charger are with you and someone knows your travel plans," the declaration reads.Multiple roads are closed across the state due to whiteout conditions, according to the KanDrive website. The weather system was forecast to move into the Great Lakes region before hitting the Northeast on Monday, according to CNN meteorologist Haley Brink.Due to the addition of Cook County, Illinois, the number of people under blizzard warnings jumped from 8 million to 14 million. The National Weather Service office in Chicago said the worst will come late Sunday.Nearly 20 million people were under a high-wind advisory. This includes residents of Kansas and some in parts of Missouri, Nebraska and Iowa.Fort Hays State University student Brooks Barber captured the blizzard conditions in Hays, Kansas, on Sunday morning. Streets were dark, and many were without power, he said. The National Weather Service's Topeka office posted a video of near-blizzard conditions.Whiteout conditions brought low visibility to the small town of Chariton, Iowa, which is an hour south of Des Moines. The region could see whiteouts and slick roads throughout Sunday, making travel difficult if not impossible at times, Brink said."It's pretty treacherous travel conditions," she said.Forecasts say snowfall totals of 6 to 10 inches are possible across the Midwest. Some areas could receive as much as a foot of snow within the next 24 to 36 hours.By Monday, Brink said, the storm will have moved into the Northeast. Parts of New England could see snow, while cities along the coast are forecast to receive heavy rain. Also, 17 million people are under wind advisories. Sustained winds of between 30 and 45 mph are anticipated, with the possibility of 65 mph gusts. The storm's impacts have been felt already by travelers on the final days of the Thanksgiving holiday rush. Nearly 1,000 US flights had been canceled by late afternoon Sunday, with delays to 3,100 flights, according to flight-tracking website FlightAware. Most were at Chicago's O'Hare International and Midway airports. And an approximately 60-mile stretch of Interstate 70 in Kansas has been closed, according to a tweet from the state's Department of Transportation, from WaKeeney to Russell. 3089

In a victory for employers and the Trump administration, the Supreme Court on Monday said that employers could block employees from banding together as a class to fight legal disputes in employment arbitration agreements.Justice Neil Gorsuch delivered the opinion for the 5-4 majority, his first major opinion since joining the court last spring and a demonstration of how the Senate Republicans' move to keep liberal nominee Merrick Garland from being confirmed in 2016 has helped cement a conservative court."This is the Justice Gorsuch that I think most everyone expected," said Steve Vladeck, CNN contributor and professor of law at the University of Texas School of Law. "Not only is he endorsing the conservative justices' controversial approach to arbitration clauses, but he's taking it an important step further by extending that reasoning to employment agreements, as well."Justice Ruth Bader Ginsburg took the rare step of reading her dissent from the bench, calling the majority opinion in Epic Systems Corp. v. Lewis "egregiously wrong.""The court today holds enforceable these arm-twisted, take-it-or-leave-it contracts -- including the provisions requiring employees to litigate wage and hours claims only one-by-one. Federal labor law does not countenance such isolation of employees," she said.In the majority opinion, Gorsuch maintained the "decision does nothing to override" what Congress has done."Congress has instructed that arbitration agreements like those before us must be enforced as written," he said.As the dissent recognizes, the legislative policy embodied in the (National Labor Relations Act) is aimed at 'safeguard[ing], first and foremost, workers' rights to join unions and to engage in collective bargaining," he wrote. "Those rights stand every bit as strong today as they did yesterday."Gorusch, responding to Ginsburg's claim that the court's decision would resurrect so-called "yellow dog" contracts which barred an employee from joining a union, said that "like most apocalyptic warnings, this one proves a false alarm."The case was the biggest business case of the term, and represented a clash between employers who prefer to handle disputes through arbitration against employees who want to be able to band together to bring their challenges and not be required to sign class action bans.It also pitted two federal laws against each other. One, the National Labor Relations Act (NLRA), gives employees the right to self organization to "engage in concerted activities for the purpose of mutual aid or protection" the other, the 1925 Federal Arbitration Act (FAA) allows employers to "settle by arbitration."Lawyers for employers, who have long backed arbitration as a means of resolving disputes, argued that class action waivers are permissible under the 1925 law. They say the NLRA does not contain a congressional command precluding enforcement of the waivers. The Trump administration supported the employers in the case, a switch from the Obama administration's position.  3034

If you are looking to avoid being quarantined in Hawaii for up to 14 days due to COVID-19, United Airlines and Hawaii Airlines are looking to make it easier on you by offering same-day COVID-19 tests at the airports. On Thursday, United announced that beginning Oct. 15, passengers traveling from San Francisco to Hawaii can either take a rapid test at the San Francisco International Airport (SFO) or a self-collected, mail-in test ahead of their trip.If you opt for the self-collected test, you must submit your sample within 72 hours of travel via overnight mail or an airport dropbox, United said."Our new COVID testing program is another way we are helping customers meet their destinations' entry requirements, safely and conveniently," said Toby Enqvist, Chief Customer Officer at United in the press release. "We'll look to quickly expand customer testing to other destinations and U.S. airports later this year to complement our state-of-the-art cleaning and safety measures that include a mandatory mask policy, antimicrobial and electrostatic spraying and our hospital-grade HEPA air filtration systems."On Friday, Hawaii Airlines announced that passengers traveling to Hawaii from Los Angeles (LAX) or the Bay Area would be able to use drive-through services at Worksite Labs locations near LAX and SFO."As Hawai'i's leading airline, it is critical to ensure that access to testing does not impede travel to Hawai'i, for visitors or our kama‘āina (residents)," said Avi Mannis, senior vice president of marketing at Hawaiian Airlines in a press release. "Our testing option will offer Los Angeles and Bay Area travelers superior value, and we look forward to expanding the program and bringing additional choices to more of our gateway cities as we welcome guests back with our industry-leading Hawaiian hospitality while keeping our community safe. We're grateful to the state of Hawai'i for its partnership in developing the pre-travel testing program."You have the option to pay either for results within 36 hours or 0 for same-day results, the airliner said. The company said the Droplet Digital PCR shallow nasal swab tests do meet Hawaii's testing requirements. 2193
