SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them. At that moment, Shayla held up her cardboard sign, according to her mother. 1060

SAN DIEGO (KGTV) - San Diego Police confirmed Monday the arrest of a Yuma, Arizona police officer on suspicion of rape.Yuma Police officer Jared Elkins, 33, was taken into custody Friday morning on Marlborough Dr. near Adams Ave. in Kensington.San Diego Police said Elkins was off duty at this time of his arrest. He is a 7-year veteran of the force, the Associated Press reported.  Yuma Police are working to place Elkins on administrative leave.Elkins will be charged with rape, oral copulation, threat to do bodily harm, sex asault with a foreign object, and misdemeanor sexual assault, police said.Elkins was released on 0,000 bail Saturday and ordered to appear in court on Sept. 25. 709

SAN DIEGO (KGTV) - San Diego police are searching for two suspects involved in a knife attack in Bay Terraces early Sunday morning that left a 30-year-old man hospitalized.The assault happened at around 4:25 a.m. in the 6900 block of Paradise Valley Road, said Ofc. Tony Martinez, San Diego Police Department The victim told police he was confronted by two men who asked him for a cigarette."An argument ensued, and during the argument, the victim was stabbed multiple times," Martinez said.Both suspects fled in a white sedan-type vehicle, according to Martinez.The victim suffered a stab wound to the neck, the left bicep and lacerations to his nose, jaw and back, Martinez said. The victim was taken to a nearby hospital. His condition is unknown at this time but Martinez said he is expected to survive.The two men were described as Hispanic between 20 and 30 years old. One of the suspects stands about 6- foot, 2-inches tall weighing 180 pounds with a thin build. He was last seen wearing a black baseball hat, a black jacket and blue jeans.The second suspect stands about 6-feet tall weighing 200 pounds with a heavy build. SAN DIEGO (KGTV) – San Diego Gas and Electric has restored power to the 2,900 people affected by public safety power outages Monday. SDG&E shut off power to thousands of North County residents Monday amid Santa Ana winds. Just after 9:30 a.m., the utility said service was turned off for 2,743 customers “to maintain public safety." By noon, that number increased to 2,908."If the current weather forecast holds, SDG&E does not anticipate the need for further Public Safety Power Shutoffs on Tuesday," the company said.Over the weekend, 21,480 residents in San Diego’s North County were warned via phone, text message, and email that a power shutoff was possible on Monday and Tuesday.The shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.Strong Santa Ana winds and weather conditions prompted the decision to inform customers of potential shutoffs.Updates on SDG&E’s power shutoffs can be found at https://www.sdge.com/power-safety-power-shutoff. 1050

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer announced Thursday that several more shoreline park areas and piers and boardwalks would be reopened this week amid the COVID-19 pandemic.Mayor Faulconer says the following will be reopened in June and July:June 8: East and West Mission Bay Parks will be open for park and water use, including parking lots at 100% capacity.June 8: Fiesta Island opens to pedestrians, dogs, and cyclists only.June 9: All piers and boardwalks within city limits reopen.June 12: Balboa Park Central Mesa reopens and all Balboa Park parking lots open at 100% capacity.July 6: Fiesta Island opens to vehicles.Gatherings are still prohibited and social distancing is still required at beaches and parks. Mayor Faulconer said active sports at the beach are still banned as well."We're continuing to make meaningful progress as we continue to reopen across San Diego," Faulconer said.This week, county beaches allowed visitors to sit, sunbathe, and relax on the sand, in addition to passive activities like walking and running.Ocean activities, like swimming, surfing, kayaking, and paddle-boarding continue to be allowed.
