BEIJING, Nov. 27 (Xinhua) -- A government official on Sunday refuted an accusation that discriminations widely exist in the country's civil service recruitment process.Nie Shengkui, director of the examination and recruitment department of the State Administration of Civil Service (SACS), said that the recruitment process is always based on the principles of justice and fairness, which has promoted the upward mobility of people from the grassroots.The ratio of recruited male and female applicants is around 6 to 4 in last year, equal to the ratio of the male and female applicants, and more than 92 percent of the recruited are from the ordinary families in the grassroots, including 29 percent from the rural areas, according to Nie.Nie's words came after a survey report published earlier last week, accusing the authorities of having discriminatory requirements in civil servants recruitment.Conducted by the Constitutionalism Research Institute of China University of Political Science and Law, the survey report said that without publicly acknowledging any form of discrimination, many public offices don't hesitate to hide their preferences on age, gender, education and state of health in recruitment.Nie defended that it is necessary to set some requirements in the recruitment in a bid to guarantee the future civil servants can carry out there duty competently."Civil servants recruitment is a process of choosing talents for the government to manage the country, not for promoting employment," said Nie, "so there is nothing to do with employment discriminations."Chinese college grads are usually enthusiast about finding jobs within government branches, especially at a time when people are trying to secure a stable future amid a troubled global economy.A total of 970,000 applicants took the general exam of the recruitment on Saturday and Sunday, They will compete for only 18,000 posts in central government departments and their local branches.

BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.

  

WASHINGTON, Oct. 3 (Xinhua) -- Researchers at St. Michael's Hospital in Canada have discovered a new function for an enzyme that may protect against organ injury and death from anemia, according to a study appearing Monday in the U.S. journal of the Proceeding of the National Academy of Sciences.Researchers found that when people have anemia, neuronal nitric oxide synthase (nNOS) -- an enzyme in nerve cells that produces nitric oxide, an important signaling molecule in the body -- increases the body's ability to respond, adapt to low oxygen levels and makes the body more efficient in delivering oxygen to tissues. They also found that levels of nNOS in the brain increased in anemic mice, and that the mice without this enzyme die earlier, and with higher hemoglobin levels."Identifying this mechanism may lead to new therapies and approaches to improving outcomes for anemic patients," said Dr. Greg Hare, a researcher at the Li Ka Shing Knowledge Institute of the hospital and one of the lead investigators of the study.Anemia occurs when blood has a lower than normal number of red blood cells or hemoglobin -- an iron-rich protein that carries oxygen from the lungs and heart to the rest of the body. Cells need oxygen to survive and to produce energy for all bodily functions. The condition has many different causes including infection (malaria, HIV, parasites), nutritional deficiencies (iron, folate, B12), genetic mutations, pregnancy, trauma and surgical blood loss."This research will help us identify when an anemic patient is at greatest risk for injury and death when undergoing surgery," said Hare. "Research is underway to test these findings in humans."

  

BEIJING, Oct. 12(Xinhuanet) -- People allergic to peanuts may find relief in a new research by American scientists, according to Huffington Post Monday.Scientists from the Northwestern University Feinberg School of Medicine have found a way to turn off allergic responses by creating an immune system tolerant to peanuts.They attached peanut proteins, the source of the allergy, to white blood cells of mice. Then the mice's immune systems would recognise the proteins and become tolerant to them.When people eat peanuts, allergic human bodies would recognize peanut proteins as invading pathogens and trigger immune responses like throat swelling, even closing up, which can be lethal. Ditto for mice's bodies.But when peanut protein attached to the body's own cells, the immune systems would regard the peanut proteins as perfectly normal and not attack the cells, said Paul Bryce, an assistant professor involved in the study. Then the allergic responses disappeared.The research was conducted on mice. But the scientists expected the method to cure peanut allergies could apply to humans, according to Huffington Post.Although the research was promising, it did not mean that peanut allergies in humans could be actually cured in the foreseeable future, said Dr. Clifford Basset medical director at Allergy and Asthma Care of New York, to ABC News, "Its all about education, prevention and preparedness".
