Tiny houses come in a variety of shapes and sizes and are equipped with the basics for living, sleeping, and cooking. They range in size from 150 square feet to 400 square feet and cost between ,000 and 0,000.Tiny homes can help create an affordable option for low-income residents that doesn’t require a taxpayer subsidy.City officials said, “A significant portion of households in San Diego can afford a movable tiny house as an Accessory Dwelling Unit (ADU). The average cost of rent for a tiny home is 0 a month. A property owner would recover their initial investment in eight years. After that, the rent from the tiny house could help cover their mortgage and other expenses.”Currently, the city allows homeowners to build accessory dwelling units on their properties. With Tuesday’s approval, homeowners can add tiny homes to their properties.“Moveable tiny homes are a great option that naturally increases affordable housing at no cost to taxpayers. It’s a win for the homeowner, it’s a win for the renter, and it’s a win for the taxpayer,” said San Diego City Councilman Scott Sherman. “I appreciate my colleagues support for this important housing reform. SAN DIEGO (KGTV) — The topic of voter fraud has been in the spotlight more than usual this election cycle, with President Donald Trump encouraging supporters to volunteer as poll watchers and tweeting about election-related fraud at least eight times in the last week.There are several categories of voter fraud, including ineligible voting by non-citizens or felons; or double voting, when someone illegally casts more than one ballot.Voter fraud is cheating by voters themselves, which is distinct from other forms of election malfeasance, and there have been dozens of studies aimed at measuring it over the last few years.There are essentially two types of academic research on voter fraud: studies that examine documented cases of voter fraud, such as ones mentioned in news articles or criminal prosecutions; and studies that try to predict how much fraud might be going undetected, using advanced statistics and artificial intelligence techniques.Pam Smith, the former president of the non-partisan Verified Voting Foundation, summarizes the research on documented voter fraud this way: “There's an infinitesimal amount of voter fraud where a voter is intentionally doing something fraudulent.”A 2007 study by the Brennan Center at New York University calculated the rate of voter fraud in three elections in the early 2000s at between 0.0003% to 0.0025%.The odds of being struck by lightning in a given year is 0.0002%.The Heritage Foundation, a conservative think tank, keeps a database of known cases of voter fraud. It now has 1,298 examples.The examples date back to 1982 and cover both presidential and off-year contests. There were more than 1 billion votes cast in presidential contests alone during that span.But those are the known cases. What about undetected cases of voter fraud?This is an area of study called election forensics, where researchers use advanced statistics and machine learning to estimate irregularities.One study by researchers at Harvard and Stanford universities looked at voter registration data in the 2012 election and used algorithms to estimate that the maximum amount of double voting was .02%, or 1 out of every 4,000 ballots.But the researchers also showed that most, if not all, of these possible double votes, could have actually been innocent clerical errors. The researchers audited poll books in Philadelphia and found a 1% error rate; an error rate of 1.3% would be enough to explain all of the irregularities.There are other kinds of fraud, called election fraud, like the illegal ballot harvesting in North Carolina’s 9th District in 2018. But Smith, of Verified Voting, said those cases are actually easier to catch because they typically involve multiple people.In the very rare cases when they do happen, judges can order an election re-do.“Fraud on any kind of massive scale, as we've heard talked about, that doesn't happen,” Smith said. “And there are safeguards and guardrails in place to prevent it.”Smith said California’s guardrails include pre-election testing of voting machines and other equipment and audits after the election.California voters can also sign up for a free tool called “Where’s My Ballot?” The service will send automated alerts the moment your ballot is received and counted. 3270

SAN DIEGO (KGTV) — There is new frustration for San Diegans trying to cutback their spending amid coronavirus restrictions.Some companies are refusing to freeze automatic renewals despite being closed. That's leading to resentment as workers across the county face layoffs, furloughs and reduced hours. Amanda Sullivan, a mental health professional, says she's still being billed a month for her 24 Hour Fitness membership, despite the gym shuttered. 24 Hour Fitness promises instead to add the lost time to the end of her membership. "It feels like robbery," she said. "We're taking your money, you can't do anything about it, we're telling you this is what we're offering, we'll just tack on time at the end."Sullivan said her emails to 24 Hour Fitness have gone largely ignored, or she's received boilerplate responses. Meanwhile, 24 Hour Fitness has shuttered its call center. In a statement, the gym stood by its decision, noting it also made available its subscription app that includes exercise instruction."24 Hour Fitness is focused on the continued health and safety of our club members, team members and guests. With that in mind, we have made some difficult decisions to ensure our ability to provide services to our club members and sustain our business over the long term," the statement said.The coronavirus shutdowns have prompted a variety of responses from membership-based businesses.While 24 hour is billing as normal, other gyms, like CorePower, OrangeTheory and Chuze have frozen fees. LA Fitness will only keep billing if a club reopens in the San Diego market by April 1.The San Diego Zoo and SeaWorld say they will extend annual passes to make up for the lost time. Spokespeople for both parks say additional questions should be directed to customer service. "I'm finding that vendors are working with their customers to come to terms with this horrible dilemma," Schenk said. "We're all facing it, and we have to face it together. So if a vendor thinks that it's going to take advantage of its members it will find in the not-too-distant future it will have lost that member and many others."Michael Weiner, a consumer attorney with Slate Law Group, said it is difficult to analyze situations without seeing individual contracts, but in general a consumer would appear to be on strong legal footing if he or she is being billed for something they aren't getting. Weiner suggested reaching out to corporate, and posting on social media if things don't change. SAN DIEGO (KGTV) -- The San Diego County Board of Supervisors Wednesday voted 4-1 in favor of Otay Ranch Resort Village 13, a mixed-use community to be developed near the city of Chula Vista.When completed, Otay Ranch Resort Village will feature 1,938 homes, a fire station, sheriff's station, trails, an elementary school, parks and open space, according to a county staff presentation."We must have more housing that is well-planned, that is walkable, bikeable, and smart net zero housing such as this proposal," said nearby resident Richard Richardson.Proposed by developers Baldwin & Sons and Moller Otay Lakes Investments, Otay Ranch Village is located less than a mile east of the city of Chula Vista and 12 miles southwest of the community of Jamul.The county Planning Commission voted 4-2 in favor of approval, and the county Planning & Development Services department also recommended approval.Several environmental groups urged the board to table the project until the county resolves issues over its Climate Action Plan, along with species protection concerns and wildfire hazards."The amount of greenhouse gas here is substantial," said Dr. Peter Andersen, a Jamul resident and member of the Sierra Club. Board Chairman Greg Cox said the project has "gone above and beyond" to address greenhouse gas emissions.Cox said the county is facing a housing shortage emergency, and Otay Ranch Resort Village is "one that's better designed than most I've seen" in terms of fire safety. "I believe this is a good project that checks all the boxes," he added.Although he praised the overall project, Supervisor Nathan Fletcher cast the lone no vote."My reluctance today is that we're very close to resolving a series of lawsuits and there's an effort to get a legally enforceable climate action plan, and then we can assess this project," he said.The county's plan has been the subject of several legal challenges.
