SAN DIEGO (CNS) - A 12-year-old girl suffered a broken arm and leg when she was struck by a vehicle while crossing a San Diego street, authorities said.It was reported at 10:48 p.m. Saturday in the 10600 block of Tierrasanta Boulevard, said San Diego police Officer Robert Heims.The girl was crossing the street in a crosswalk but against a red pedestrian crossing signal, Heims said.``An unknown vehicle was westbound on Tierrasanta Boulevard and struck the pedestrian,'' he said. The vehicle fled the scene.Paramedics took the girl to a hospital for treatment of a broken left humerus and broken left femur, which were not life-threatening injuries, Heims said. 671
SACRAMENTO, Calif. (KGTV) – The new year is right around the corner and with it comes a list of new laws going into effect on the roads. Some of the new California laws include gender identity on drivers licenses, new fees related to smog checks and rule changes for motorized scooters. The new laws take effect on January 1, 2019. Check out the list below for the new laws going into effect in 2019: Gender identity laws – The law allows people applying for a California drivers license or ID card to self-certify their chosen gender category of male, female or non-binary. Applicants who choose non-binary will receive an X in the gender category. Motorized Scooters – This law no longer requires helmets for riders who are at least 18-years-old on motorized scooters. It also prohibits people from operating the scooters on a highway with a speed limit over 25 miles per hour unless within a class IV or class II bikeway. Smog check changes and new abatement fees - The law expands smog check exemptions to vehicles that are up to eight model years old. During the additional two years, the vehicles will pay an annual smog abatement fee. Temporary license plate program – The law requires dealers to attach a temporary paper license plate on a vehicle at the time of sale unless the vehicle has a previously-issued license plate. The intent of the new law is to reduce the number of toll violations. Driving under the influence, ignition interlock device – From January 1, 2019 through January 1, 2026, the law mandates that repeat offenders for DUI and first DUI offenders whose violations result in injury to install an ignition interlock device for a period ranging between 12 and 48 months. Driving privilege for minors – The law repeals a juvenile court’s authority to suspend, restrict or delay the issuance of a drivers license of a habitual truant or ward of the state for up to one year. The law clarifies that any suspensions or delays reported prior to January 1, 2019, remain in effect.Unsafe, unsecured loads on vehicles – The law requires the DMV to include at least one question addressing laws on driving with an unsafe, unsecured load in at least 20 percent of the knowledge tests. The DMV is also reminding drivers of low-emission an transitional zero-emission vehicles that their green or white decals granting them access to HOV lanes expires January 1, 2019. Vehicles issued a green or white decal between January 1, 2017 and March 1, 2018 are eligible to apply for a red decal that grants them access to HOV lanes through January 1, 2022. The DMV plans to issue light purple decals in 2019 that will grant access to HOV lanes through January 1, 2023. SAN DIEGO (AP) — Former Congressman Darrell Issa is poised to end a political retirement that started only last year when he lost his seat in a Democratic wave that turned over seven Republican-held California districts. Issa scheduled a news conference for Thursday and will announce he's seeking the seat held by fellow Republican and longtime-U.S. Rep. Duncan Hunter, who is running for re-election while under indictment on corruption charges, said Larry Wilske, a retired Navy SEAL and Republican also running in Hunter's San Diego-area district.In an interview with The Associated Press on Wednesday, Wilske said Issa told him he will run. Wilske plans to drop out and support Issa. Issa's entry will make the district near the U.S.-Mexico border one of the most closely watched races in the country.RELATED: Former Rep. SAN DIEGO -- The San Diego Planning Commission advanced a plan Thursday that would make the Midway District more vibrant by adding housing, commercial projects and parks.The plan would grow the area’s housing from 2,000 to 11,000 over the next 20 years. Business development in the area would also generate a similar number of jobs.The district would also boast nearly 30 acres of parks. "We think it's an important opportunity to provide for the park needs of the community," project manager Vickie White said.The parks would all fit into an improved pedestrian and bile network that would make use of existing transit infrastructure. The city hopes the network would reduce the area’s reliance on cars."We're focused on creating comfortable connections along transit corridors to make this a more appealing area to walk or bike -- we see a lot off opportunities for modal increase in this area," White said.Reducing reliance on cars also complies with a citywide climate action plan. "If there's one real, glaring problem with this community it's a lack of connectivity from district to district," Commissioner William Hofman said.The area around sports arena and Valley View Casino Center would also get additional streets and paths.The plan includes a variety of possibilities for the sports arena including operating it as is or demolishing it and pushing for other land-use opportunities.The plan will now go to the City Council’s Smart Growth and Land Use Committee in May. 1493
SAN DIEGO — Jason Walters took a job as a Census Field Supervisor because it looked like fun and he needed the money. He never expected to be going out on a limb."I want to get the word out," he says.Walters says he's concerned about Census takers in the field, including his team of 11. His crew is knocking on doors around Mira Mesa to collect data from those who haven't responded to the government survey. Walters says the Census Bureau gave each worker a Ziploc bag with just two cloth masks and a bottle of hand sanitizer, which Walters says is not nearly enough."We would be sending them into harms way with nothing but a piece of cloth over their face," he says.His concern is that when people are home and come to the door, they're less likely to be wearing a mask. He's now pushing for the Census bureau to provide its field workers with plastic face shields - a request he has tried to escalate with no success.The Census Bureau referred ABC-10 to a recent joint statement with the CDC. It says Census takers are trained to wear face masks, maintain six feet of social distance, practice hand hygiene, and not enter homes to do interviews.Walters says the leadership agreed the plastic face shields would be a benefit, but if Walters wanted to get them for his own crew, he'd need to pay for them out of his own pocket. He did exactly that - shelling out about on amazon for a bundle of them, at .50 each.Still, Walters says he's alarmed by the number of seniors he sees signing up as census takers, those at higher risk for Covid-19."We're not talking about body armor.
