LOS ANGELES (CNS) - Los Angeles County public health officials announced Friday the county's first known death of a person stemming from the use of e-cigarettes, or vaping -- the fourth such death nationwide. Dr. Muntu Davis, the county's health officer, said the patient was an ``older adult who had chronic underlying health conditions,'' but vaping is considered the probable cause of death. He declined to give the patient's exact age, but said the person was over 55. Public health officials said there have been a total of 12 Los Angeles County cases of illnesses stemming from e-cigarettes, with the illness dubbed vaping-associated pulmonary injury, or VAPI. One of those 12 cases was the person who died. Authorities declined to say if the other 11 patients were still hospitalized. Health officials declined to specify exactly what type of vaping product the person used. Davis stressed that ``it is not clear at this time if there is a specific product or device'' leading to the illnesses. He said that in all but one of the 12 county cases, the patients had a ``history of using a cannabis or marijuana-type product,'' notably THC, the active chemical in marijuana. Echoing a warning issued Friday morning by the U.S. Centers for Disease Control and Prevention, Barbara Ferrer, director of the county Department of Public Health, urged residents ``to stop vaping now until further information about what is causing lung damage and deaths can be understood.'' ``The Los Angeles County Department of Public Health takes this threat seriously and today we're issuing a warning to all residents about the use of these devices as potentially harmful to proper lung function,'' Ferrer said. The Los Angeles County death is the fourth connected to vaping nationally. Authorities in Indiana on Friday morning announced a vaping-related death, and deaths were previously reported in Illinois and Oregon. CDC officials said an investigation into vaping-related cases nationwide found ``clinical similarities among those affected.'' ``We are committed to finding out what is making people sick,'' CDC director Dr. Robert R. Redfield said in a statement. ``All available information is being carefully analyzed, and these initial findings are helping us narrow the focus of our investigation and get us closer to the answers needed to save lives.'' According to the CDC, possible vaping-related illnesses have been reported in more than 25 states. ``While this investigation is ongoing, people should consider not using e-cigarette products,'' according to a CDC statement. ``People who do use e-cigarette products should monitor themselves for symptoms -- e.g., cough, shortness of breath, chest pain, nausea, vomiting, abdominal pain, fever -- and promptly seek medical attention for any health concerns. Regardless of the ongoing investigation, people who use e-cigarette products should not buy these products off the street and should not modify e-cigarette products or add any substances that are not intended by the manufacturer. E-cigarette products should never be used by youth, young adults, pregnant women, or adults who do not currently use tobacco products.'' Davis said the county has been receiving reports since Aug. 14 of ``people experiencing severe and sudden lung disease after having a history of vaping.'' He said the cases are spread across the county, with two-thirds of them in teens and young adults. ``We're not seeing this in just one age group,'' he said, nothing that the cases ``really cross the gamut'' of ages and health history. 3572

LOS ANGELES (AP) -- California Gov. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer. The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests. It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests. The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations. As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines. When it comes to schools in San Diego County, in-person learning is still prohibited. The state says schools “can open for in-person instruction if county remains in this tier for two weeks.”More detailed information by county and business type can be found at https://covid19.ca.gov/safer-economy. 1988

LOS ANGELES (CNS) - The man accused of gunning down rapper Nipsey Hussle and injuring two other men in South Los Angeles pleaded not guilty Thursday. Eric Ronald Holder Jr., 29, was charged with one count of murder, two counts of attempted murder and one count of possession of a firearm by a felon.Holder, an aspiring rapper, could face a potential life prison sentence if convicted as charged, according to the Los Angeles County District Attorney's Office.RELATED: Man suspected of killing rapper Nipsey Hussle caught in Los AngelesHolder -- who was arrested Tuesday in Bellflower -- is accused of fatally shooting the 33-year-old rapper about 3:20 p.m. Sunday in front of The Marathon Clothing store the singer owned in the 3400 block of West Slauson Avenue in the Hyde Park area. Two other men were also wounded in the attack, Los Angeles police Chief Michel Moore said Holder got into some type of personal dispute with the rapper outside the store, then left and returned with a handgun. Hussle was shot in the head and body and died at a hospital, according to police and the coroner's office. The police chief declined to discuss the nature of the disagreement between Holder and Hussle but stressed the shooting appeared to be a result of that dispute, not any type of gang rivalry or feud.``We believe this to be a dispute between Mr. Hussle and Mr. Holder,'' Moore said. ``I'm not going to go into the conversations, but it appears to be a personal matter between the two of them.''Holder was arrested around 1 p.m. Tuesday in the 9000 block of Artesia Boulevard in Bellflower by Los Angeles County sheriff's deputies after a witness called authorities to report seeing a person believed to be Holder. Sheriff's deputies detained him outside a mental health facility, and Los Angeles police officers went to the sheriff's Lakewood station and confirmed the man was indeed Holder.RELATED: Grammy-nominated rapper Nipsey Hussle dies in LA shootingA witness told the website The Blast that Holder had called a mental health facility and claimed he needed ``help.'' Law enforcement sources told TMZ.com that the LAPD was keeping Holder in solitary confinement, with authorities refusing to let him mingle with the general inmate population for fear that he'll be attacked. The sources said he'll remain in solitary once he's transferred to L.A. County Jail. Hussle's longtime girlfriend, actress Lauren London, broke her silence about the rapper's death Tuesday night, posting a message on Instagram along with a series of photos.``I am completely lost,'' she wrote in the poem-formatted message. ``I've lost my best friend/My sanctuary/My protector/My soul.../I'm lost without you/We are lost without you babe/I have no words.''London, known for her work on ``ATL'' and ``Entourage,'' had been with Hussle for about five years, and the couple had a 2-year-old son, Kross. Holder has a criminal record that includes a 2009 arrest and charge of domestic battery against the mother of his child, The Blast reported. RELATED: Nipsey Hussle shooting death: Community activists want Eric Holder getaway driver arrestedAccording to court records, Holder was ordered not to ``own, use or possess any dangerous or deadly weapons, including firearms, knives or other concealable weapons,'' The Blast reported. Hussle transformed himself from a South Los Angeles gang member to a rap musician and channeled his success into efforts to help others stay out of gangs. He bought shoes for students, re-paved basketball courts and provided jobs and shelter for the homeless.Hussle helped renovate a Mid-City roller rink and redeveloped the strip mall that housed his Marathon Clothing shop where he was fatally wounded.Community activist Najee Ali earlier Thursday called for the arrest of the woman who allegedly drove Holder away from the scene. The woman who drove the getaway car spoke with LAPD detectives Tuesday and was allowed to go free, apparently saying she was unaware of Holder's alleged role in the slaying, law enforcement sources told the celebrity news website TMZ.com. 4087

LOS ANGELES (CNS) - As the use of legal and illegal fireworks around the Los Angeles area exploded this Fourth of July, fire departments saw a sharp increase in the number of calls for service, authorities said Sunday. It was the second-busiest day ever in calls for service from the Los Angeles County Fire Department, according to Dispatch Supervisor Imy McBride. The dispatchers usually field 1,000 calls on an average day, McBride said. On July 4th, they handled more than 1,600 calls, including tree, brush and roof fires.Los Angeles City firefighters responded to 1,770 calls for service from 3 a.m. July 4 to 3 a.m. Sunday, spokesman Nicholas Prange said. The department averaged 1,368 calls per day during the same period in 2019, he said. The July 4 fires included one that burned trees and the roof of a garden-style apartment building on Wilbur Avenue in Northridge with five people suffering smoke inhalation and 50 residents being displaced, Prange said. There was also a three-acre brush fire in Shadow Hills and a fire that spread from palm trees to the roof of an apartment building in Reseda.McBride and Prange said it was unclear whether the fires were related to the increase use of fireworks. 1216

LOS ANGELES (CNS) - Six Catholic dioceses across California, including Los Angeles and Orange, announced the creation today of a ``compensationalternative to pursuing lawsuits against the church.Diocese officials said the fund will be open to all clergy sex abuse victims, including people living in the country illegally and those who are barred from filing lawsuits because the abuse occurred long ago and is beyond the statute of limitations.``We have been providing pastoral care and financial support for victim-survivors here in the Archdiocese for many years,'' Los Angeles Diocese Archbishop Jose Gomez wrote in a letter to members of the diocese. ``We will continue to do so. But we also understand that some victim-survivors are reluctant to come to the church for assistance. Our hope with this new program is to give these people a chance to seek redress and healing through an independent program.''In addition to Los Angeles and Orange, other dioceses taking part in the program are San Bernardino, San Diego, Fresno and Sacramento -- collectively covering more than 10 million Catholics, or roughly 80 percent of the state's Catholics. Church officials noted that the compensation program will provide a ``non-adversarial'' process that protects victims' privacy -- unlike lawsuits.``Victim-survivors do not need to have a lawyer to participate and there are no fees for participating,'' according to a statement from church officials. ``Settlements for fully completed claims can be paid within 90 days.''Diocese officials also noted that the church itself will have no control over the program, which will be independently administered by mediators Kenneth Feinberg and Camille Biros, who already run similar programs in New York, Pennsylvania, New Jersey and Colorado. The California program will be overseen by a board that includes former Gov. Gray Davis and Maria Contreras-Sweet, former administrator of the U.S. Small Business Association.Details of the process for filing claims are expected to be announced at a later date. A website for the program is still under development. SNAP, an organization that advocates on behalf of victims of clergy sex abuse, issued a statement critical of the gesture, suggesting victims should carefully examine their rights.``We believe that the best way to expose wrongdoing and enforce accountability is for crimes to be made public and for punishment and compensation to be meted out by courts, not the institutions that allowed the wrongdoing to happen in the first place,'' according to SNAP. ``Survivors deserve a chance to have their day in court and shed light on their abuse, and that can only happen when statutes of limitations are reformed, civil windows are opened and bishops are held accountable in courts of law.'' 2797
