SAN DIEGO (KGTV) — An arson investigation expert says the probe into possible arson behind the USS Bonhomme Richard fire could take more than a year to complete.Wednesday multiple sources with close ties to NCIS told ABC 10News that a sailor is being investigated for arson in the Navy ship fire at Naval Base San Diego last month.Timothy Wilhelm is a senior fire investigator with Robson Forensic and has extensive experience with arson cases. He’s not part of the Navy ship investigation but says it could take agents more than a year to complete their findings. “There's so many delicate systems in that ship. There's so many different players and it's just a huge undertaking,” Wilhelm told ABC10 News.RELATED: Sources: Sailor under investigation for arson in USS Bonhomme Richard ship fireIt was on July 12 when the ship erupted into flames, causing more than 60 sailors and civilians to be treated for injuries like smoke inhalation and heat exhaustion. Smoke poured into the sky over the area. It took crews four days to extinguish the fire.The damage was so bad, that it remains unclear if the USS Bonhomme Richard will sail again.“If the fire burned for four days where it originated, chances are [that] most of that evidence is going to be consumed. It's going to be gone,” said Wilhelm.Wilhelm said investigators may be considering arson because of other clues. They may have some videotapes,” he added.On Wednesday, a spokesperson for Navy would not confirm what ABC10 News' sources reported about the possibility of arson, but did state, “the investigations are ongoing and there is nothing new to announce on their current status or findings."On Thursday, a Navy spokesperson sent an updated statement that read, “The Navy will not comment on an ongoing investigation to protect the integrity of the investigative process and all those involved. SAN DIEGO (KGTV) -- A San Diego State University study abroad student and a University of San Diego graduate student have both tested positive for the coronavirus, the universities announced Friday.The SDSU student was studying abroad in Italy and recently returned home to the United States. The student is self-isolating at his home outside of San Diego County, the university said in a release.They added that the student visited two off campus offices for a brief period of time, and did not attend any classes."Due to the student's limited contact with the campus, we consider that the risk to the greater SDSU campus community is low," said Wilma Wooten, M.D., M.P.H., County public health officer.A graduate student at the University of San Diego also tested positive for the virus, the university said Friday in a tweet. SAN DIEGO (KGTV) - After seven years of demanding that their death and disability benefits be restored, San Diego City Firefighters finally had their voices heard after the City Council voted unanimously to bring the benefits back.The council made the decision less than five minutes after the firefighters arrived at City Hall and was met with a standing ovation.The benefits were eliminated after the passing of Proposition B, so all firefighters hired after 2012, about 350, never received them."All other firefighters across the state and most across the country have a defined death-and-disability if killed or permanently disabled in the line of duty, they have a pension, and they have pay parity," said Jesse Connor, president of the firefighters union.The benefits provide city employees injured in the line of duty and unable to continue work 50 percent of their base salary until death. For those killed in the line of duty, the money would go to their spouse.After lengthy back and forth talks between the city's firefighters union and the city's labor negotiators, an agreement was made.But, in that time, the union says it had trouble with recruitment and retention, leading to countless hours of overtime as firefighters continued to serve the community every day and hour of the week.Now, they say they are feeling thankful that all firefighters will have equal benefits."It's amazing," said 17-year veteran of the city's fire department, Tony Tosca. "The word 'unity' comes to mind. We're all equally happy for the same benefits, and moving forward it's a great thing to know that everyone coming on we're all gonna have that same equal benefit." 1671

  

SAN DIEGO (KGTV) - A World War II veteran is being honored not only for his service to our country but to the San Diego community.With the help of former students, current students, and staff at Hilltop High School in Chula Vista, the library was dedicated to World War II veteran Tom Rice. The lifelong Coronado resident was an Army paratrooper in the 101st Airborne Division on D-Day. He was the first to jump out of his C-47 after it crossed the English Channel.RELATED: Retired Chula Vista teacher grateful for war hero's inspirationRice taught U.S. government in the Sweetwater Union High School District for more than 30 years, mostly at Hilltop High.The surprise was unveiled to Rice on Thursday. "Everyone has given me their grace, and I have nothing to return but just my presence, and that was it. So this might be a closure for me, to come back to the old stomping grounds where I spent most my working days, 30 some years," said Rice.RELATED: Coronado D-Day veteran parachutes out of plane over NormandyThe idea to honor Rice initially came from two former students, Kathy Cappos Hardy and Suellen Butler. The two women say Rice didn't talk about the war when he was a teacher; it wasn't until years later they learned of his bravery. "We are honored to know him and honored by what he did for us as students and what he did for our country," said Cappos Hardy.Rice is well known for returning to Normandy to reenact his D-Day jump in honor of those who never made it home.
