Mark Anthony Conditt, who police say was behind a wave of bombings in Austin and south-central Texas, killed himself early Wednesday in what investigators described as an explosion inside his car, leaving them scrambling to determine whether any bombs remain and if he acted alone.Federal agents went to the bomber's home Wednesday while police interviewed his roommates.Fred Milanowski, the special agent in charge for the Bureau of Alcohol, Tobacco, Firearms and Explosives' Houston office, said one room in the house had components for making similar bombs to the ones that exploded in a string of incidents this month. There was also similar homemade explosive material in the room.No finished bombs were found, he said.Conditt detonated a bomb in his vehicle before dawn on the side of Interstate 35 in Round Rock, north of Austin, as police approached him, authorities said.Even in announcing his death, though, police warned a wary public not to let down their guard."We don't know where this suspect has spent his last 24 hours, and therefore we still need to remain vigilant to ensure that no other packages or devices have been left throughout the community," Austin police Chief Brian Manley said. 1221

MENTOR, Ohio — Some northeast Ohio salon owners are concerned House Bill 189, which proposes cuts in mandatory cosmetology training, could create a potential public safety issue.The measure sponsored by State Representatives Kristina Roegner (R-Hudson) and Alicia Reece (D-Cincinnati) calls for a reduction in training for cosmetology licensing from 1500 hours to 1000 hours.Bill proponents believe the measure will improve Ohio’s cosmetology laws by allowing more cosmetology graduates to enter the workforce earlier and with less debt, thus increasing entrepreneurship and bolstering the workforce for Ohio’s salons.But some local salon owners, like Jennifer Pealer with Jenniffer and Company Salon in Mentor, believe a reduction in required training can set-up future cosmetologists for potential salon mistakes. Pealer believes 1500 hours of training is needed to insure cosmetologists are prepared to use potentially hazardous chemicals and equipment on a daily basis."The biggest thing is public safety," said Pealer. "Hair damage can occur very easily without proper training. What happens is there is damage to the follicle, the hair breaks off, and if it's not reproduced, there could be balding."Salon owner Nancy Brown owns the Brown Aveda and Casal Aveda Institutes for cosmetology training in Northeast Ohio and believes HB-189, and its companion Senate bill, SB-129, are being considered for the benefit of chain salons, which provide quick hair cuts and not more technical services.Brown believes the measures sets cosmetologists up to be under-trained, and could also cut training for nail technicians to just 100 hours."The equipment we use requires training, the shears we use are sharp enough to perform surgery," said Brown. "Our curling irons at the professional level are 450 degrees. MEXICO CITY (AP) — President Andres Manuel Lopez Obrador launched an ambitious plan Saturday to stimulate economic activity on the Mexican side of the U.S.-Mexico border, reinforcing his country's commitment to manufacturing and trade despite recent U.S. threats to close the border entirely.Mexico will slash income and corporate taxes to 20 percent from 30 percent for 43 municipalities in six states just south of the U.S., while halving to 8 percent the value-added tax in the region. U.S. President Donald Trump has repeatedly complained that low wages in Mexico lure jobs from the U.S. Mexico committed to boost wages during last year's negotiations to retool its free trade agreement with the U.S. and Canada.Speaking from Ciudad Juarez, a manufacturing hub south of El Paso, Texas, Lopez Obrador said Saturday he agrees with Trump that Mexican wages "should improve." He decried, for instance, that Mexican auto workers earn a fraction of what their U.S. counterparts take home, topping out at just an hour versus a typical wage of an hour in the U.S.Yet the economic plan comes at a delicate moment for the border region. Trump threatened as recently as last week to close the U.S.-Mexico border "entirely" if Democrats refuse to allot .6 billion to expand the wall that separates the two countries.Economy Minister Graciela Marquez noted Saturday that the border region targeted for economic stimulus accounts for 7.5 percent of Mexico's gross domestic product. And in recent years, she said, the 43 municipalities included in the plan have boasted combined economic growth of 3.1 percent, above the national average of 2.6 percent for the six years through 2017.Much of that robustness owes to trade and proximity with the U.S., the world's biggest economy."We have to take advantage of this locomotive that we have on the other side of the border," she said.Marquez expressed optimism that the stimulus plan will direct more Mexican and foreign investment into the border region. Maryland-based vaccine developer, Novavax, has received .6 billion from the federal government to complete late-stage clinical development; set up large-scale manufacturing; and deliver 100 million doses of NVX?CoV2373, its COVID-19 vaccine candidate, as early as late 2020.This is the largest vaccine deal to date with the Trump administration as part of their Operation Warp Speed, which is focused on making a COVID-19 vaccine and treatments available as quickly as possible.Novavax has not brought any of their developed vaccines to market. According to information on their website, they have developed several vaccines for infectious diseases, however they are all in various stages of development or clinical trials. These include vaccines for the seasonal flu and RSV. Other vaccines created by Novavax are not actively being developed or studied at this time, including ones for Ebola, MERS, and SARS.According to a statement from Novavax, the agreement with the federal government includes the company demonstrating being able to rapidly get manufacturing and large-scale production of the vaccine going once approved. Novavax hopes to conduct their late-stage clinical study with 30,000 subjects in fall 2020.An early-stage clinical study took place in Australia in May on 130 participants. Study results are expected at the end of July.“Today’s .6 billion investment supports the Novavax candidate, depending on success in clinical trials, all the way through to manufacturing 100 million doses for the American people,” said U.S. Health and Human Services Secretary Alex Azar.Regeneron Pharmaceuticals has also received 0 million through Operation Warp Speed on Tuesday, to make and supply its COVID-19 vaccine candidate, REGN-COV2.
