SAN DIEGO (KGTV) - San Diego County will expand enforcement efforts to track down businesses knowingly operating in violation of the current public health order.After a bit of a lengthy back and forth, the board of supervisors voted unanimously to expand the current enforcement team.Currently, the county’s newly developed Safe Reopening Compliance Team focuses on egregious cases, outbreaks, and complaints.There are only ten staff members presently on the team, 13 more will be added on during phase one to continue looking into egregious cases and outbreak investigations.A Healthy Compliance Call Center also went live, where members of the public can report violations of the public health order by calling (858) 694- 2900.Tuesday’s vote to include a phase two will add 22 staff members at .8 million to follow up with businesses or entities that are still operating in violation of the public health order.The funding will come from the CARES Act.Two other enforcement options were on the table for supervisors consider, but they were voted down by the majority.Dr. Wilma Wooten, the county’s public health officer, has already sent several letters ordering businesses to close down until they comply with the order.A handful of gyms and churches in the county have stayed open inside despite being ordered to close or move their operations outdoors.This week the San Diego County District Attorney’s Office filed five misdemeanor charges against a Ramona gym owner for failing to comply. 1505

SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) — San Diego Police are asking the public for help identifying the person they believe stabbed a man to death in Pacific Beach last week.Police say the suspect was engaged in a fight with a 55-year-old man outside the 7-Eleven store at 4340 Mission Boulevard, when he stabbed the victim several times. The victim was taken to a nearby hospital where he was pronounced dead. The suspect fled the scene.Surveillance footage of the suspect was released this week. The suspect is described as a 20- to 30-year-old black male, about 5'8" to 5'10" tall, and was wearing a black shirt, blue jeans, and a black hat at the time of the stabbing. SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills.
