SAN DIEGO (KGTV) -- San Diego Police are searching for a suspect who they say tried to sexually assault a woman before stealing her car.According to police, the incident happened on the 1700 block of India Street at 4:33 a.m. Sunday.Police say the man walked into Cafe Italia while the victim was cleaning. The man then pushed the woman into a back room where he tried to sexually assault her while wielding a Bowie knife.The woman was able to fight the suspect off before he grabbed her car keys and drove out of the area in the tan, 1998 GMC Jimmy with California license plate 7VOY594.The man is described as a 25 to 30-year-old white male with a medium complexion who is five feet, five inches tall with a thin build, has dark, curly hair and is unshaven.The suspect was last seen wearing a white baseball cap with black stripes and stars resembling an American flag, a black short-sleeved t-shirt and tan shorts with dark, high-top tennis shoes.Anyone with information is asked to call San Diego Police’s Sex Crimes Unit at 619-531-2210. 1060

SAN DIEGO (KGTV) -- San Diego County leaders Monday announced proposals that would crack down on vaping amid vaping-related illness and death throughout the U.S. At the Monday news conference, County Supervisors Dianne Jacob and Nathan Fletcher proposed a ban on the sale and distribution of flavored tobacco products and e-cigarettes. The recommendations will come to go to the board on October 15 and, if the board follows up with approval, the rules would take effect in the county’s unincorporated area. “Vaping-related illnesses are a grave concern and we must take local action to address this fast-growing public health crisis,” said Jacob, chairwoman of the Board of Supervisors.“Teenagers and young adults have been the hardest hit, and we must stand up to vaping manufacturers that are preying on them for profit.”So far across the U.S., there have been more than 800 confirmed illnesses tied to vaping and 13 deaths. The news conference comes after health officials around the country advise people to refrain from vaping as investigations into the cause of the illnesses and deaths continue. “E-cigarettes, and in particular the flavored products, are erasing years of progress in reducing teens’ use of tobacco and nicotine,” said Supervisor Fletcher.In San Diego County, there have been 22 confirmed probable vaping-related illness cases. SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported. SAN DIEGO (KGTV) -- San Diego County has taken its first step into the dreaded "purple" tier of the state's four-tiered COVID-19 reopening plan, leaving just one week to determine if the county will be forced to shutter nearly all of its nonessential indoor businesses."It would take a significant change in trajectory," Supervisor Nathan Fletcher said Wednesday.State officials reported that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers."People are tired of the pandemic and letting down their guard," Supervisor Greg Cox said. "We need to do better. We need to do a lot better and we can do better."If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said.The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand. It is usually updated on Tuesdays, but this week's update was rescheduled because of the election.County public health officials reported 404 new COVID-19 cases and three new deaths Wednesday, raising the region's case total to 58,106 and the death toll to 904.Of the 15,345 tests reported Wednesday, 3% returned positive, maintaining the 14-day rolling average of positive tests at 3%.Of the total number of cases in the county, 3,983 -- or 6.9% -- have required hospitalization and 921 patients -- or 1.6% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were also confirmed Wednesday, two in business settings, three in restaurant/bar settings, one in a grocery setting and one in a health care setting. SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock.
