Vermont Gov. Phil Scott on Wednesday signed sweeping gun control measures -- including limits on the size of magazines -- that the Legislature passed last month after contentious debate.The measures:-- Raise the minimum age for gun buyers to 21;-- Ban bump stocks, which allow semiautomatic weapons to fire more rapidly;-- Require all gun transactions to be facilitated by a licensed dealer who would perform background checks, except for law enforcement or military members acting within their duties, or for gun transfers between immediate family members;-- Limit rifle magazines to 10 rounds.State residents will be permitted to keep larger-capacity magazines they already own.As he signed the measures, Scott, a Republican, called himself a Second Amendment supporter who owns guns and has hunted his whole life. Amaral is diagnosed with Alzheimer's disease and known to frequent the areas of Chicano Park and Logan Heights.Police described her as a Hispanic woman, about 5-feet tall, and weighing 125 pounds. She has brown eyes, grey hair, and was last seen wearing a black floral, long sleeve sweater and turqoise pants.She does not know how to use public transportation, police say, and has little money on her.Anyone with information is asked to call SDPD at 619-531-2000. 795

Tyson Foods may lay off more than 400 workers in the South Bay in an effort to become more efficient and save money.It would be the biggest layoff in San Diego County in more than a year.The company filed a layoff notice with the state this month saying it had to let 401 workers go from its Circle Foods label plant in Otay Mesa. "Tyson Foods, Inc. regrets that its team members at the San Diego, California facility must be permanently displaced yet hopes to accomplish this plant closing with the least possible disruption of lives of the tema members, their families, and the community," the notice says.Many of the workers make Mexican frozen food on the factory's assemblyline.A team from the San Diego Workforce Partnership has already been to the factory twice to help the workers find new opportunities. Also, Windsor Foods is buying Tyson's plant to expand its Mexican frozen food offerings. While it does plan to eliminate three tortilla lines, company VIce President Paul Taylor said the Windsor hopes to keep as many of the workers as possible.Andy Hall, chief operating officer of the San Diego Workforce Partnership, said he doesn't see the layoffs as a larger trend. After all, the unemployment rate is now near a 17-year-low of 3.3 percent. The layoffs are expected to occur by the end of April. Tyson in a statement said it is working on a transition plan with Windsor Foods, but will retain some operations here. Users reported brief outages Monday morning with several Google-owned web services like Gmail and YouTube.According to Down Detector, a crowdsourced website where users report an outage of websites and other telecommunications issues, there was a spike in outages on several Google productivity clients like Gmail, Google Hangouts, Google Classroom and Google Drive at about 7 a.m. ET on Monday morning.As of about 7:45 a.m. ET, it appeared that many of those services had been restored.The issues with Google productivity tools came at a time when millions are relying on them to work or attend class remotely as the country continues to deal with the COVID-19 pandemic.Users reported that YouTube, which is owned by Google, also experienced an outage, as well as other YouTube services like YouTube TV and YouTube Music.It's currently unclear what caused the outages.This story is breaking and will be updated. 920
