A postal worker's union says that USPS employees were not involved in an incident that led to several unopened mail bags dumped in two separate locations in Glendale, California, last week.On Thursday, KTLA-TV in Los Angeles obtained surveillance footage that showed a Budget rental truck pulling into the parking lot of Glendale spa.That morning, at about 5:40 a.m. local time, the truck pulled into the parking lot of 7Q Spa Laser & Aesthetics and began pulling bags of unopened mail and packages out of the truck. The truck later pulled away, leaving the mail behind.About two hours after the truck initially pulled up at 7Q, the Glendale Police Department received a call about a second large pile of mail that was found in an alley about a half a mile away.It's unclear if the two instances are related. The Los Angeles Times reported Friday that the Glendale Police Department had opened investigations into the incidents.On Tuesday, Omar Gonzalez, the Western Regional Coordinator for the American Postal Workers Union, told CNN that the person caught on surveillance footage dumping mail was a "contractor," and not a USPS employee.It's unclear how the mail made it on to a Budget rental truck. A report from the Department of Veterans' Affairs inspector general found that the Washington DC VA Medical Center has for years "suffered a series of systemic and programmatic failures to consistently deliver timely and quality patient care," and heightening the potential for waste, fraud and abuse of government resources.The report released Wednesday found that the main health care facility for veterans in Washington lacked consistently clean areas for medical supplies, had staffing issues across multiple departments and that approximately million in supplies and equipment were purchased over a two-year period without "proper controls to ensure the purchases were necessary and cost-effective."According to the report, VA Secretary David Shulkin said he "does not recall senior leaders' bringing issues at the medical system related to supplies, instruments and equipment to his attention" while he was the undersecretary of health.The VA has been rocked by the IG report and Shulkin's belief that Trump administration political appointees, including a top aide, have been working toward his ouster.The report did not find any patient harm, but VA Inspector General Michael Missal said that was "largely due to the efforts of many dedicated health care providers that overcame service deficiencies to ensure patients received needed care."In the report detailing the troubling conditions at the VA hospital, Missal faults "failed leadership at multiple levels within VA that put patients and assets ... at unnecessary risk." A recent study published Wednesday in the New England Journal of Medicine suggests that antibodies might protect people who've already had COVID-19 from being reinfected for at least six months.Researchers looked at 12,541 healthcare workers at Oxford University Hospitals in the United Kingdom and were followed for up to 31 weeks.In the study, researchers investigated the incidences of COVID-19 infection by conducting polymerase chain reaction (PCR) tests on the healthcare workers who had tested positive and negative, including both symptomatic and asymptomatic cases.The study results showed that 11,364 did not have antibody levels, and 1,265 had positive results, which also included 88 healthcare workers in whom seroconversion occurred during follow-up. A total of 223 anti-spike–negative health care workers had a positive PCR test (1.09 per 10,000 days at risk), up to 100 during screening were found to be asymptomatic, and 123 were to have symptoms, the study found.Researchers said that individuals who had anti-spike antibodies had no symptomatic infections. 1083
