SAN DIEGO (KGTV and CNS) - Trial started Monday for the Yuma, Arizona police officer accused of raping a woman during a visit to San Diego.Jared Elkins, 34, is charged with eight felony counts of rape for the alleged incident in September 2017.The 23-year-old woman’s mother called 911 to report a crime at a home on Marlborough Street in Kensington. Elkins, who is related to the alleged victim by marriage, was staying at her home.Elkins, the alleged victim, and two other family members went to dinner then watched a movie while drinking beer and wine at the home before the alleged assault occurred, according to prior court testimony.RELATED: Arizona police officer charged with raping San Diego womanThe alleged victim testified during a preliminary hearing in April that Elkins physically forced her to participate in sex acts despite her pleas for him to stop. The two other family members were asleep in the house so small "you can hear someone breathing in the next room," the woman testified.During the alleged assault, the woman said she asked Elkins what would happen if she cried out for help. "He said, ‘I would kill you,"' the woman testified. After the incident, the woman said she found another family member in the house and they called police.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Besides forcible rape, Elkins is charged with rape of an intoxicated person, forcible digital penetration, two counts each of forcible oral copulation and oral copulation of an intoxicated person, forcible sexual penetration and sexual penetration of an intoxicated person.Elkins -- a seven-year veteran of the Yuma Police Department who later resigned -- faces 14 years in prison if convicted, according to Deputy District Attorney Lisa Fox. 1834

SAN DIEGO (CNS) -The county Health and Human Services Agency Friday reported two unrelated tuberculosis cases, and that people may have been exposed to the bacteria at Southwestern and San Diego City colleges, and on a Metropolitan Transit System bus route.The county is working with officials from both community colleges and MTS to notify those who may have been exposed to TB. The periods of possible exposure were:Aug. 26 to Dec. 10, 2019 at Southwestern College;July 26, to Aug. 5, 2019 and Aug. 19 to Dec. 16, 2019 at San Diego City College;July 26 to Aug. 5, 2019 and Aug. 19 to Dec. 16, 2019, Monday through Friday on MTS Bus Route 12, with two departure routes: from Skyline Hills between 7:59 and 8:47 a.m. to City College Transit Center, and from City College Transit Center between 7:04 and 8:04 p.m. to Skyline Hills.Symptoms of active TB include persistent cough, fever, night sweats and unexplained weight loss, said Wilma Wooten, county public health officer. "Most people who are exposed to tuberculosis do not develop the disease," she added.Tuberculosis can be treated and cured with medication. People with TB symptoms or are immuno-compromised are encouraged to see their medical healthcare provider, according to the county.According to the county, the number of tuberculosis cases has decreased since the early 1990s, with 265 cases reported in 2019.Free TB testing will be available at Southwestern College Student Health Services, 900 Otay Lakes Road, from 8 a.m. to 6:30 p.m. Monday through Thursday, and 8 a.m. to 3 p.m. on Friday. SAN DIEGO (KGTV) -- A bill created to improve warehouse working conditions has passed the state's Senate Labor Committee.Assembly Bill 3056, authored by Assemblywoman Lorena Gonzalez, ensures warehouse workers can take a restroom break, use a hand-washing station, drink water, or take a legally mandated break without fear of being fired.“We shouldn’t need to write a bill to make sure warehouse workers are able to take a restroom break or wash their hands without being reprimanded. But time and time again, Amazon has shown disregard for the safety of their workers -- even during this ongoing public health crisis,” Gonzalez said.AB 3056 not only applies to Amazon workers, but also to those who work at Target, Walmart, and other retailer warehouses.There has been an exponential rise in online sales leading to several companies adding automated systems to control the workflow. Worker productivity is monitored to determine whether someone has met a specified rate or quota of items pulled.Automated systems generate warnings when too many time-off tasks occur in a worker’s shift, and accumulated warnings can result in workers being fired without a human manager even being involved.The bill would establish civil penalties for an employer of 0 per employee for an initial violation, and ,000 per employee for subsequent violations. 1355
