The owner of a?dog that was stolen Saturday evening from a Petco in Palm Beach Gardens was reunited with her pet Tuesday morning.The dog's owner, Tara Harris, said police called her in the middle of the night to say they found her pet Maltese-mix named Teddy. Harris arrived at the Palm Beach Gardens police station at about 5 a.m. local time to pickup Teddy, who is 11-years-old, blind and diabetic.Palm Beach Gardens police said they arrested Heather Ryan, 48, who had the dog in her possession. Circumstances of the arrest have not been released by police. However, police said Ryan was arrested near Legacy Place off PGA Boulevard and charged with grand theft.Harris wanted to thank police and the public for their help reuniting her with Teddy.“I’ll never be able to put into words how unbelievably amazing it was (to be reunited with Teddy)," Harris said. "I can’t express into words how happy I am to have him back in my arms with my family."The dog, which lost 1.2 pounds in three days, was taken to a veterinarian to be evaluated. Teddy was slightly dehydrated when he was found overnight and is now on an IV since his blood sugar levels were high.   1247

The police chief in Columbia, S.C. announced on Thursday that Master Police Officer David Hurt has been suspended for five days without pay and removed from the K-9 unit after the dog he was handling, Turbo, died after Hurt left Turbo in a police car for eight hours, The State newspaper reported. Hurt was participating in all-day training and left the air conditioning running and the windows down in his police car. He also reportedly had deactivated a heat sensor in the vehicle, which could have warned him to the car's rising temperatures. Hurt reportedly had an officer check on Turbo at 11:30 a.m. on July 26, which was four hours into the training. When Hurt returned to the vehicle at 3:30 p.m., he found Turbo was panting heavily, foaming at the mouth and unsteady on his feet, The State reported. Hurt then took Turbo to a veterinarian, where the 2-year-old dog was euthanized. Turbo's official cause of death was organ failure from prolonged heat exposure. In addition to his unpaid suspension and removal from the K-9 unit, Hurt will also be removed from the Columbia Police's bomb squad for six months. Last month's incident has also prompted the Columbia Police to make institutional changes to how it cares for K-9s. The Pennsylvania Supreme Court released new congressional district lines Monday, replacing the old Republican-drawn maps in time for the state's May primary.House Republican and Democratic operatives said Monday afternoon they are still analyzing the partisan makeup of the new districts.But in a swing state where Republicans hold 13 House seats to Democrats' five, the balance appears all but certain to tip in Democrats' direction.The biggest changes come in the Philadelphia suburbs, where three Republican-held seats -- Reps. Ryan Costello, Brian Fitzpatrick and the retiring Pat Meehan -- were already Democratic targets.The new maps appear more compact and suburban than the existing district boundaries and an alternative that state legislative Republicans had submitted -- and one of those districts is now made up of just Montgomery County, a Democratic stronghold that the GOP had proposed dividing heavily.Republicans in the Pennsylvania legislature have said they intend to challenge the new maps in federal court. The Supreme Court previously refused to hear a challenge to the state high court's ruling that the previous maps were gerrymandered in a way that violated the Pennsylvania Constitution. 1221

The Indianapolis 500 will be held without fans in attendance on Aug. 23 due to escalating concerns over the coronavirus pandemic in Marion County, the Indianapolis Motor Speedway announced Tuesday.It will mark the first time in the 109-year history of the Indy 500 that it will be run in front of empty stands at the 2.5-mile oval track.“As dedicated as we were to running the race this year with 25 percent attendance at our large outdoor facility, even with meaningful and careful precautions implemented by the city and state, the COVID-19 trends in Marion County and Indiana have worsened," a news release from IMS said.First held in 1911, the Indianapolis 500 is the largest single-day sporting event in the world with approximately 350,000 people annually packing the track's grandstands and infield to watch "The Greatest Spectacle in Racing." Running the race without fans prevents the seventh cancellation in Indy 500 history. The race was not held in 1917-18 during World War I, and from 1942-45 during World War II.In late March, IMS leaders rescheduled the race from May 24 to Aug. 23. Officials said on June 26 that Indy 500 attendance would be limited to no more than 50%.That number was further decreased on July 22 when plans were scaled back to host the race at 25% capacity. Face coverings would be required, and the Speedway released an 88-page health and safety plan that provided guidelines and protocols for how the race would be run in 2020.Even at 25% capacity, the race would have been the largest event held in the United States since the beginning of the coronavirus pandemic.IndyCar and IMS owner Roger Penske previously said he wouldn't run the race without fans, but the realities of the pandemic prevailed.“We need to be safe and smart about this,” Penske told the Associated Press. “Obviously we want full attendance, but we don’t want to jeopardize the health and safety of our fans and the community.
