BEIJING, Oct. 12 (Xinhua) -- A high-profile meeting of the Communist Party of China (CPC) ended on Sunday by concluding that the overall situation of the country's economy was good and the dynamic of economic growth remained unchanged.     "The country's overall economic situation is good. The economy is growing quickly and the financial sector is operating steadily. The basic momentum of the country's economy remains unchanged," said a communique released at the close of the third Plenary Session of the 17th CPC Central Committee. Photo taken on Oct. 12, 2008, shows participants listening during the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee, which was held from Oct. 9 to 12 in BeijingThe four-day meeting focused on issues concerning rural reform and development.     The communique said all Party members should strengthen awareness of crises and face up to challenges as more uncertain and unstable factors emerged in the international economic climate amid deepening financial market turmoil and the slowdown of the world economy.     In the meantime, China's domestic economy featured some notable contradictions and problems, it said. "The most important thing is to do well in the country's own business.     "We should make flexible and careful macro-economic policies. We should step up efforts to boost domestic demand, particularly domestic consumption and keep the economy, the financial sector and the capital market stable.     "We should continue keeping social stability and pushing the country's economy towards sound and fast development," it said.     The meeting also came at a time when the outlook of the world economy became increasingly grim as a result of a serious global financial crisis.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.

NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.

BEIJING, July 14 (Xinhua) -- A senior Chinese official visited security checkpoints in Beijing and neighboring Hebei province on Monday, stressing both "strictness" and "convenience" as the watchwords for security forces.     "During the Olympics security work, we should not only stick to strictness and details, but also ensure civilized and convenient inspections for people," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, to the policemen at the forefront of the checkpoints.     Informed of the fact that some buses might be repeatedly checked, Zhou urged Beijing's municipal police bureau and Hebei's provincial police department to cooperate more. Zhou Yongkang (C), member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, inspects Liulihe public security inspection post in Fangshan District, Beijing, July 14, 2008. Zhou inspected public security posts around Beijing on Monday.    "Police should improve their methods and processes to avoid repeated checking and shorten the checking duration, ensuring convenience for people," said Zhou.     Passengers riding the Beijing metro and major bus routes began to undergo strict security checks at the end of June ahead of the Olympics, according to the Beijing police.     Meanwhile, the inspection process was going smoothly in the Olympic venues in Shanghai, Tianjin, Shenyang, Qingdao and Qinhuangdao. Local quality inspection authorities had organized emergency and rescue drills at venues in Beijing, Tianjin and Hebei Province.     In addition, Zhou urged officials with the police departments to take care of the policemen's daily life and make reasonable working schedules to ensure their hearty spirits.     "As the security barrier for Beijing, all the neighboring provinces, municipalities and autonomous regions are shouldering tough missions in the Olympic security work," he said.     With the games just around the corner, land forces of the People's Liberation Army based in Beijing and three neighboring military area commands would help safeguard the Games, according to Tian Yixiang, an official with the Security Command Center for the Games of the 29th Olympiad.     "We must guarantee Beijing's safety by ensuring the whole country's stability," said Zhou.

BEIJING  -- The Industrial and Commercial Bank of China (ICBC) is forecasting an 8 percent increase in the country's Consumer Price Index (CPI) for the first quarter of 2008. The official government figures come out in mid-April.The bank said in a report issued on Thursday that the CPI would hit 8.2 percent in March, slightly down from the previous month as the effects from the snow chaos that hit China earlier this year died away.Inflation in China took its biggest jump in nearly 12 years in February when it rose 8.7 percent compared to the same period a year earlier. Food prices surged 23.3 percent while non-food prices edged up 1.6 percent from the year earlier period.Inflation was mainly fueled by rising food and energy prices in the global market, and compounded by domestic factors that included increased costs and a strong demand, the report said. The new round of global grain price rises, including rice and wheat, might add more pressure to the government's anti-inflation efforts. However, the inflation index would start decelerating in the second half of 2008 as the government's macro controls took effect. The continued global slowdown also weighed on demand and could gradually pull down prices, the report said.China rolled out a series of measures to fight inflation after the government was reshuffled last month. Among the latest moves was an increase in farm subsidies to boost production and curb grain price hikes.

KIEV, Sept 19 (Xinhua) -- The Seventh Euro-China Forum ended Friday in Kiev, the capital of Ukraine, as participants called for further dialogue and cooperation between China and Europe.     In the three-day forum entitled "Silk Road of the 21st century," nearly 200 politicians, academicians, economists from Europe and Asia discussed Sino-Europe relations and economic cooperation.     Ukrainian President Viktor Yushchenko said China has made great achievements in its economic development and "Ukraine is willing to learn China's successful experiences and strengthen exchanges and cooperation with China."     China has just successfully hosted the 2008 Olympic Games and its scale and level was impressive, the president said in a message to the forum.     Addressing the forum, former French Prime Minister Laurent Fabius said that apart from economic cooperation, the Europeans and Chinese should enhance their cultural exchanges to know each other even better.     "The economic and trade relations is the core of the Europe- China cooperation. We, Europeans and Chinese, should seize every opportunity to smoothen out potential frictions and to bridge the gap between the intensification of our commercial relationship and the weakness of our intellectual exchanges. In this respect, the Euro-China Forum plays a crucial part. And its influence keeps growing." he said.     Fabius also noted that Europe in the past called China "a sleeping giant" and the giant is now waking up.     "The success of the Beijing Olympic Games showed China's vigor and enthusiasm," he said.     Chinese ambassador to Ukraine Zhou Li said that Ukraine is an important country in Europe and the Chinese government attaches great importance to developing relations with Ukraine and Europe.     The bilateral economic and trade relations between China and Ukraine have developed steadily in recent years, he said.     "I believe the friendly cooperative relations between China and Ukraine will see a more brilliant future thanks to bilateral joint efforts," Zhou Li said.     The non-governmental forum was initiated by China Europe International Business School to foster unofficial exchanges between the two sides of the Eurasian continent. The forum was first held in 2002 in Barcelona, Spain.
