SAN DIEGO (KGTV) - A “rolling altercation” between two drivers in the Bonita area led to the stabbing death of one man and the detention of another. Chula Vista police Capt. Phil Collum told 10News the incident was reported just after 9 a.m. at the intersection of Sweetwater Road and Willow Street, near the Chula Vista Golf Course.Collum said officers that responded to the incident arrived to find an unidentified man lying on the ground with stab wounds. Life-saving measures were administered before he was taken to Scripps Mercy Hospital. The man died from his injuries upon arrival, according to Collum. The other man, 60-year-old Rickey Smith, remained at the scene. Officers said they found a folding-blade knife, believed to be the weapon, on Smith's belt. He surrendered without incident, police said.Collum said witnesses reported the drivers of a white Ford Ranger pickup and silver Nissan Quest minivan yelling at each other before colliding. Smith left his truck and stabbed the victim, who was still in his minivan, police said. No other parties were involved, Collum told 10News. Police are asking for any other witnesses to call 619-422-TIPS. 1168

SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. The city auditor is currently monitoring the progress.RELATED: Audit shows City sent thousands of faulty water billsBut Rodney Fowler Sr., who heads the union that represents meter replacement workers, said the changes aren't addressing obvious issues: The department is understaffed, and the vehicle fleet is unreliable. "They're 10 years old," said Fowler Sr., president of AFSCME, AFL-CIO Local 127. "A private contractor would never use a service vehicle 10 years because it starts to cost them money."Perkins said the city could contract out for workers to address the backlog, and is currently assessing investments in new equipment.RELATED: City to begin building alternative to SDG&ECity Councilman Scott Sherman, who chairs the audit committee, said the issue is not as simple as staffing and equipment. "It needs to be a give and take," he said. "We need to do some of those things that the unions want to do, and they need to do some of the things that we want to do." 2107

SAN DIEGO (KGTV) -- A group of San Diego City College students are hoping their fundraising efforts will help them get to a national STEM conference in Hawaii later this year. The students are a part of the club called SACNAS (Society for the Advancement of Chicanos/Hispanics and Native Americans in Science), a chapter of a larger, national organization. The club works with students K-12 to teach them about the career opportunities in STEM. The conference offers research opportunities, tips to improve networking skills and workshops about cutting-edge research. SACNAS takes place in October of 2019 in Honolulu, Hawaii. SAN DIEGO (KGTV) -- San Diego leaders returned from their trip to Mexico City on Wednesday night. The three-day trip focused on building stronger border relations. The trip comes a week after President Trump threatened to close the border if congress didn't come up with an immigration deal or if Mexico didn't stop migrants heading north. The delegation included San Diego and Imperial Beach mayors, Kevin Faulconer and Serge Dedina and former mayor Jerry Sanders. Several city council members from various cities also attended meeting with top Mexican officials. A big topic of conversation was the ongoing Tijuana sewage issue. Impeiral Beach Mayor, Dedina, says the conversations were positive and promising. Dedina says plans to fix the issue include reapairing the water plant that's currently spilling the sewage, taking all of the water out of the Tijuana River Valley and putting an earth-fill dam on the Mexican side to stop the sewage from getting to the beaches. San Diego leaders say the trip was productive and explained that the end goal was to find solutions to enhance the region for the benefit of both countries. 1142

SAN DIEGO (CNS) - Two major freeway connectors in San Diego will be closed overnight for routine maintenance, Caltrans announced. The southbound Interstate 5 connector to eastbound state Route 52 near La Jolla and the southbound Interstate 15 connector to westbound Interstate 8 in the Mission Valley East area will both be closed at 3 a.m. Saturday, with the I-15 closure expected to reopen at 8:30 a.m. and the I-5 closure set to reopen at 9 a.m.Caltrans crews will be performing landscape maintenance at the I-5 junction with SR-52. Those needing to head east on from the interstate to the highway will be directed to drive past the closed junction, exit at Clairemont Drive, get on northbound I-5 and then take SR-52 east. The closure in Mission Valley will allow Caltrans crews to make electrical repairs. Signs on southbound I-15 during the repair work will direct drivers to exit the interstate at El Cajon Boulevard and reenter the northbound lanes of I-15 to connect with westbound I-8.Caltrans reminded drivers to be work-zone alert by avoiding distracted driving, paying attention to traffic and slowing down when approaching work zones. 1154
