SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. Last month, the program added six new positions as the city and county aim to restore its effectiveness to a level similar to earlier in the decade.``Our region needs action tackling the challenges of providing mental health services and this city-county collaboration is critical to helping meet that need,'' Fletcher said. ``Teams of trained medical and mental health professionals from the county and city through the Resource Access Program can quickly take action to help people experiencing a behavioral health emergency. SAN DIEGO (CNS) - San Diego International Airport broke its passenger traffic record for the fifth consecutive year, serving roughly 24 million passengers in 2018, the Airport Authority announced Friday.The total -- up nearly 10 percent over last year -- included one million international passengers, a 19 percent jump from 2017, according to the Airport Authority, which credited several airlines' expanded service and airport-wide traffic increases for the new record.``This is a tremendous time of growth for not only SAN but the entire San Diego region,'' said Kim Becker, the airport's president and CEO. ``With more people choosing San Diego as their destination of choice, we are looking ahead at projects to accommodate this trend and provide the world-class airport experience our customers and community deserve.''Airlines servicing the airport added 16 new routes throughout the year and 15 of the airport's 17 airlines saw overall traffic increases.According to the Airport Authority, Southwest Airlines added 794,401 passengers from 2017 to 2018, the most of any airline flying out of San Diego. Alaska Airlines and United Airlines finished second and third among those with traffic increase, with 456,360 and 306,837, respectively.The airport is currently on pace to serve more than 25 million passengers this year, according to the Airport Authority. 1374

SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate fell in September with multiple industries in the county showing employment increases, the California Employment Development Department announced Friday.San Diego County's overall unemployment rate fell two-10ths of a percent from 3.6 percent in August to 3.4 percent in September. The September rate was also lower than the county's unemployment rate one year ago, when it sat at 3.7 percent.Total nonfarm employment increased in September compared with August by 700 jobs while agricultural employment increased by 100 jobs. Nonfarm employment now sits at 1,479,500.Government and educational and health services jobs all saw month-over-month increases in employment, largely due to the end of summer recesses and breaks according to the EDD. Local and federal government jobs increased by 5,100 in the county while educational and health services jobs increased by a total of 1,600.The leisure and hospitality industry saw the biggest decline in month-over-month job numbers, losing 2,000 jobs due to the end of summer recesses and breaks. Leisure and hospitality also saw year-over-year losses of 1,700 jobs.Yearly nonfarm employment increased 26,900 jobs, or 1.9 percent, between September 2017 and 2018,  while farm jobs increased by 100 from 2017 to 2018, a 1.1 percent growth rate. SAN DIEGO (CNS) - San Diego Humane Society officials reached out to the public Monday for help in finding whoever abandoned a gravely malnourished dog in Pacific Beach last week.The dog, a 3-year-old shepherd mix, was abandoned near Campland on the Bay, off Pacific Beach Drive, on or around last Monday, according to the San Diego County Humane Society. A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street.The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach. San Diego Humane Society is here to help, and to learn this poor dog was left to die in this state just a few miles from our doorstep is unfathomable."Anyone who needs help caring for their animal can contact the San Diego Humane Society. SAN DIEGO (CNS) - Police are searching for a gunman who wounded a man in a shooting at a trolley station in the East Village neighborhood.It happened around 4:30 p.m. Wednesday on Broadway between 11th Avenue and Park Boulevard, San Diego police Officer John Buttle said.The victim, a man in his 30s, was at the trolley station when a gray sedan pulled up and a man in the passenger seat got out, fired one shot and got back in the car, which fled eastbound on Broadway, Buttle said. A car matching the suspect vehicle's description was later located and impounded for evidence.The victim was taken to a hospital for treatment of a gunshot wound to his left torso, which was not believed to be life-threatening, the officer said.The suspected gunman was described as a 5-foot-7 Black man, about 140 pounds, wearing blue sweatpants. 839
