BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong. The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished. Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958. Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference. In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general. Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988. The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.
BEIJING, Sept. 17 (Xinhua) -- Chinese police have confiscated close to 53,000 guns by the end of August in a nationwide crackdown started in March this year, and 9,849 suspects involved in gun-related crimes were punished, the Ministry of Public Security (MPS) said Thursday. The ministry started the special crackdown on explosives and gun-related crimes in March, and said it would continue till China's Oct. 1 National Day celebration. The crackdown is part of the ministry's campaign to maintain public stability, as this year marks the 60th anniversary of the founding of the People's Republic of China. Police also confiscated more than 2 million bullets and 120,000imitation guns, the ministry said. About 12 percent of all guns confiscated were seized in the southern Hainan Province, while about 17 percent of the confiscated bullets came from the central Henan Province, the ministry said. The southern province of Guangdong seized 34,690 imitation guns, which took up one fourth of the total. Meanwhile, the MPS urged that efforts to crack down on gun-related crime must not be relaxed yet. Police forces should mobilize the public to report to the ministry if they have information about gun-related crimes, the ministry said on its website. About 60 percent of the guns confiscated by the police were handed in by the public voluntarily, the ministry said.
BEIJING, Oct. 1 (Xinhua) -- China is to hold a National Day military and mass parade as well as an evening gala on Tian'anmen Square Thursday to mark the 60th anniversary of the founding of the People's Republic of China (PRC). Following will be highlights of the once-in-a-decade grand celebrations: -- Chinese leaders, including President Hu Jintao, will be on Tian'anmen Rostrum to observe the parade. -- President Hu is to review line-ups of the tri-service People's Liberation Army (PLA), standing in an open-top home-made Red Flag limousine. -- National flag raising ceremony will be held on Tian'anmen Square. -- Military parade is expected to involve more than 8,000 people, and a total of 52 types of new weapon systems, including the PLA's missiles, airborne early warning and control aircraft, unmanned aerial vehicles and other sophisticated military hardware, will be shown. -- Military paraders will march goose-step through the square in new-style uniforms initiated in 2007. -- Women militia soldiers in purple skirts will march goose-step through Tian'anmen Square, holding submachine guns. The formation will be led by two models who used to be good at cat walking. -- Snow Leopard armed police unit, which took charge of security of the 2008 Beijing Olympics, will be shown at the National Day parade. -- Sixteen female fighter pilots, the country's first batch, are expected to make a debut in a fly-past at the parade. -- Civilian formations will march through Tian'anmen Square, showcasing panoramic achievements China has made over the past sixdecades. URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday. Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus. The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing. Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted. By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group. Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees. Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections. The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic. Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order. The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters. A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery. Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards. He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.
YAN'AN, Shaanxi Province, Sept. 5 (Xinhua) -- Party cadres should always keep clean and stay away from corruption, a senior Communist Party of China (CPC) official said Saturday. "Party cadres should withstand tests of the country's reform and opening-up and the Party's ruling status," said Li Yuanchao, head of the Organization Department of the CPC Central Committee. Li, also a member of the CPC Central Committee Political Bureau, made the remarks as the Autumn term started Saturday in China Executive Leadership Academy Pudong (CELAP), China Executive Leadership Academy Jinggangshan (CELAJ) and China Executive Leadership Academy Yan'an (CELAY). "As Party cadres are being surrounded with more and more temptations, the education on resistance against corruption must be a vital task as well as the core content of Party spirit training," Li said. The three schools, approved by the CPC Central Committee, are national training bases in fields such as CPC history and Party building theory, for government officials, enterprise managers and army officials. "Schools should make it an important mission during education and training to strengthen Party spirit, ideal faith and good style, so as to play a unique role in promoting Party cadres' uprightness," he said.
