They are everywhere.Residents in the Dobson Ranch neighborhood of Mesa say they're fed up with the number of feral cats that are roaming the neighborhood.  Alan Robinson, who has lived in the community for more than 20 years said the problem started about four or five years ago. "There was one time I opened my door and I counted 35 cats on my front lawn," said Robinson.Now with cats mating, neighbors reported seeing dozens of kittens also roaming the streets. Robinson said these cats were urinating and defecating on front lawns, planters, by front doors, and in backyards.He says cushions on his backyard patio furniture that were coated with a thick layer of cat hair. During an interview, a cat appeared out of nowhere in the backyard and jumped onto a wall.Robinson said he had installed spikes on parts of his backyard wall to keep the cats away.Another resident said he had to buy expensive chemicals to treat his yard because of the waste left behind."When I try to mow the lawn the smell is so strong, I'm inhaling it. I've had to buy masks so I don't breathe it in," resident Jim Jarvis said.Residents believed the feral cats were attracted to their neighborhood for a reason."The problem statement is not that we have feral cats. The problem statement is that some people feed those feral cats. They call this place home," Robinson said.Pictures and videos of the feral cats taken by residents in the community showed at least eight cats sitting in the backyard of one home, by a swimming pool. Another woman who asked us not to identify her shared photos and videos of almost a dozen cats sitting on a neighbor's front lawn.Other pictures taken by Robinson showed cats on the sidewalk, cats sleeping on top of parked cars, on the roofs of homes.One cat appeared to have several large lumps on it's back.Robinson said he had done a lot of research that showed the health hazards in communities with feral cats.He pointed to a study published in "Trends in Parasitology" showing cat feces can be a source of parasites that can affect humans and other animals in the neighborhood.However, most Phoenix-area shelters will not take in alley cats, as they are considered free-roaming creatures, unlike dogs.Some animal advocates say feral cats can live healthy lives outdoors. Most Arizona counties have Trap-Neuter-Return programs for feral cats, calling it the best way to control the growing population of alley cats in the community.The Animal Defense League runs a trap, neuter and return program in Arizona. Officials ask those interested in the program fill out a form on their website.According to information posted on the site, the number of animals killed in local shelters has decreased since their predecessor started the Spay Neuter Hotline.  2829

Time is running out with just five days to go before funding expires for several key federal agencies and no deal in sight to avert a partial government shutdown.On Capitol Hill, Republicans and Democrats alike have made clear they don't want a shutdown, but lawmakers left Washington last week without a resolution in an ongoing standoff over funding for President Donald Trump's long-promised border wall. The administration and congressional Democrats appeared to be no closer to reaching an agreement over the weekend.White House senior adviser Stephen Miller said on Sunday the administration would do "whatever is necessary to build the border wall," saying "if it comes to it, absolutely," when asked on CBS's "Face the Nation" if that would mean a partial shutdown. But Senate Democratic Leader Chuck Schumer insisted on NBC's "Meet the Press" on Sunday that the President is "not going to get the wall in any form," saying the votes aren't there in the House or the Senate.The window is narrow this week for Congress to take action. The Senate will be back on Monday, but the House of Representatives isn't expected to return until Wednesday evening. That leaves little time before funding runs out at midnight on Friday for a number of federal agencies, including the Department of Homeland Security, the Justice Department, and other parts of the government.Trump wants billion in wall funding, but that number is a non-starter for Democrats. Any spending legislation would need to pass with at least some Democratic votes since it would have to clear a 60-vote threshold in the Senate where Republicans only have a 51-seat majority.Some congressional Republicans were talking openly at the end of last week about the possibility that lawmakers could punt the border fight by passing a temporary, stopgap spending measure. If Congress and the White House agree to a short-term funding patch that could leave the issue for the new, incoming Congress to resolve in January.Outgoing Republican Rep. Richard Shelby, the chair of the Senate Appropriations Committee, told CNN on Thursday. "I don't know. There has to be some sort of breakthrough."So far, however, there has been no apparent breakthrough, and the threat of a partial shutdown moves closer to becoming a reality with each passing day.The President defiantly said during a dramatic meeting last week with House Democratic leader Nancy Pelosi and Schumer that he would take responsibility for a partial shutdown if one takes place."I'll tell you what, I am proud to shut down the government for border security, Chuck," Trump told the top Senate Democrat. "So, I will take the mantle. I will be the one to shut it down. I'm not going to blame you for it."If a shutdown takes place, it would be limited in scope. Congress has already funded roughly 75% of the federal government through September 2019, including the Pentagon as well as the Departments of Health and Human Services and Labor.But that doesn't mean a partial shutdown that would start just days before Christmas wouldn't be disruptive.In the event of a shutdown, some federal employees would be deemed essential and would continue to work, but their pay would be withheld until the shutdown is over.Other federal employees would be placed on furlough, meaning they would effectively be put on a leave of absence without pay. Treasury Secretary Steven Mnuchin says the Trump administration remains willing to work on a bipartisan agreement to help small businesses, the unemployed, children and schools afftected by the coronavirus outbreak. Mnuchin at a hearing Tuesday accused Democratic leaders of holding up an agreement with hard-line positions. Democrats insist that dire economic conditions persist and say a larger relief package is needed. "I believe a bipartisan agreement still should be reached and would provide substantial funds for schools, testing, vaccines, PPP for small businesses, continued enhanced unemployment benefits, child care, nutrition, agriculture, and the US Postal Service, along with liability protection for universities, schools and business," Mnuchin said. The sides had largely agreed on providing many Americans with a second stimulus check of ,200 before talks broke down in early August. Outside of the direct payments, the sides disagreed on a number of issues. Mnuchin and top congressional Democrats have been in a monthslong stalemate over new relief legislation, with the two sides trillions of dollars apart. Lawmakers left Washington for the August recess without an agreement. At the end of July, a 0 per week unemployment supplement expired. Also funding from the Paycheck Protection Program has long been depleted. The program was implemented to help employers make payroll during the pandemic.The two sides are at odds over how much of unemployment should be supplemented by the federal government. (AP) — New Mexico authorities say multiple people have been killed in a commercial passenger bus crash along Interstate 40.New Mexico State Police did not say how many people died or how many were injured in Thursday's crash.They said passengers were transported to a hospital and a phone number was set up for family members seeking more information about people who were aboard the bus.The wreckage included a Greyhound bus with front-end damage and a semi-truck that was on its side and with its cargo strewn across the highway and the median.Greyhound says the bus was heading from Albuquerque to Phoenix and there were 47 passengers on board.Spokeswoman Crystal Booker says it's unclear what caused the crash.The crash forced the closure of the westbound lanes of the interstate and traffic was backing up as travelers were being diverted. 866
