SAN DIEGO (KGTV) - Driving under the influence arrests have dropped noticeably in cities where ride sharing programs have expanded, a new study says.An analysis performed by Moll Law Group and the University of California says DUI arrests in San Diego dropped 32% from 2015 to 2016.The study also looked at four other major cities with declines in California: 28% in San Jose, 26% in Sacramento, 14% for Los Angeles and the San Francisco-Oakland area.“We still seeing quite a few impaired people, they’re just not sitting in the front seat,” said Mark McCullough with San Diego Police Department’s traffic division.McCullough says the declining trend began a few a years ago when more new forms of transportation became available.“Five years ago we’d run a DUI checkpoint on a Friday night and we’d arrest 20 people and up,” said McCullough, “now on any given Friday if we arrest 10-15 people that’s a busy night for us.”Experts believe there may be other reasons behind the figures declining, but it’s still a number they don’t mind going down.“You’re not using your brain to your full potential if you get arrested for a DUI,” said McCullough, “there are just so many forms of alternative transportation.” 1225

SAN DIEGO (KGTV) – Hate crime charges were filed against two men accused of assaulting a Black journalist who was covering a peaceful Black Lives Matter protest in Imperial Beach in June.The San Diego County District Attorney’s Office announced felony assault and battery charges, and hate crime allegations, were filed against 38-year-old Jeffrey Brooks and 32-year-old Henry Brooks Jr. in connection with the June 7 incident at a beach near Veterans Park.Warrants have been issued for the arrest of the two men.RELATED: Man says he was sucker punched at Imperial Beach protestThe DA’s Office alleged Brooks and Brooks Jr. were at the peaceful march in Imperial Beach when they began “verbally and physically antagonizing the protesters.”At one point, Brooks Jr. allegedly threw eggs at a group of protesters.“While recording the scene, the victim was sucker punched in the head by Jeffrey Brooks, causing him to fall backwards and hit his head on the ground,” the DA’s Office said in a news release.If convicted of all charges, Brooks faces three years in custody; Brooks Jr. faces six years.District Attorney Summer Stephan said, “Protecting our community from hate crimes is a priority for my office because hate erodes our right to equality and fairness, and it leaves an impact on the victim and everyone who shares the victim’s race. But while frustration is setting in, CIF is doing everything it can to get the kids back on the field. There's nothing like high school football and the sights and sounds of Friday Night Lights, or a slam dunk on the basketball court. Unfortunately, because of COVID-19, it's wait-and-see for every high school athlete."I think it's very disappointing. Are kids, are families, are schools and communities have been waiting quite a long time and it's been tough," says San Diego Section CIF Commissioner Joe Heinz.There was hope of a December start, but as COVID-19 surged, it was negated by the California Department of Public Health. "It's definitely a fine balance across the nation as different things are happening," Heinz said. "I know our executive director is talking on a regular basis with the California Department of Health and with the governor's office."So for the time being, players, coaches, schools, and everybody else associated with high school athletics must be patient. It has everyone frustrated."You can't blame them. I think we are all frustrated. It's been a long time coming, and when you see other things going on in other states, which has been successful," said Heinz.Now, if the OK is given next month, Heinz says they will have a plan in place.
