MANILA, Jan. 9 (Xinhua) -- Philippine telecommunication companies cut off the signal of mobile phones in parts of Manila where millions of people are expected to converge for the feast of the Black Nazarene on Monday.Philippine Deputy Presidential Spokesperson Abigail Valte said that the move was part of the precautionary measures that the government has been undertaking following terror threats."Malacanang (Palace) confirms that the government asked the telcoms to temporarily disconnect their services in the route of the Black Nazarene procession as part of the security measures agreed upon during the meeting on Sunday," she said in a regular news briefing.She said that the disruption in mobile services would last for the entire duration of the procession of the Black Nazarene.She admitted that the signal of the cellular phones was disconnected in the past, and terrorists used the mobile phones as triggering device for bombs.Asked if the government considered the possible losses of telecommunication firms due to the disconnection of signals, Valte said, "as holders of a franchise, the public safety is paramount."President Benigno Aquino III personally warned on Sunday the public to be cautious in joining the feast of the Black Nazarene amid possible terrorist attacks. The government is expecting 9 million devotees to participate in the celebration.The Black Nazarene is the patron saint of Quiapo church. The statue was brought to Manila by a Spanish priest in 1607. It was aboard a ship that caught fire, the image was burned, and it came to be known as the "Black Nazarene" which people have since decided to preserve and honor.

BEIJING, Dec. 10 (Xinhua) -- Pharmaceutical producers will risk having their operation license revoked if they use prohibited chemicals as medicine ingredients or involved in fake drug production, China's drug regulator said in a circular Saturday.The State Food and Drug Administration said it would name and shame pharmaceutical companies if they make phoney medicine and withdraw the operation licenses of pharmacies if they intentionally sell unqualified drugs.The circular came in the wake of several counterfeit medicine scandals uncovered by Chinese police in the past few months.On Nov. 4, police seized more than 65 million imitation medicinal tablets and arrested 114 suspects in a cross-provincial raid on counterfeit drugs.In October, police raided on an illegal drug production and sale network and ended up with the seizure of 190 million yuan (29.9 million U.S. dollars) worth of counterfeit drugs.The suspects were found to have used starch or corn powder as ingredients for bogus medicine, or re-packaged expired pharmaceuticals.Police also found animal feed and chemical pigments in the counterfeit products.

BEIJING, Dec. 4 (Xinhua) -- Chinese President Hu Jintao sent a message to Venezuelan President Hugo Chavez and Chilean President Sebastian Pinera on Friday to congratulate the founding of the Community of Latin American and Caribbean States (CELAC).In his message, Hu said that the establishment of CELAC is a major milestone in regional integration and that China appreciates the positive role of Latin American and Caribbean countries in international and regional affairs.China believes that the establishment of the community will make important contributions to unity and coordination in the region as well as joint efforts to counter global challenges, Hu said.China and Latin America are geographically apart, but their peoples enjoy traditional friendship, Hu said.In the 21st century, relations between China and Latin America have seen all-round and fast development with the expansion of mutually beneficial cooperation, Hu said.China has always treated its relations with Latin America from a strategic perspective and China is willing to work with CELAC and other countries in the region to build and develop a comprehensive cooperative partnership of mutual benefit and common development through the strengthening of dialogue, communication and cooperation, said Hu.The idea of CELAC was initiated in February 2010 at a regional summit in the Mexican resort of Cancun. BEIJING, Jan. 6 (Xinhua) -- Surveillance data on the size and frequency of earthquakes in Antarctica collected by China's Great Wall Station show that the continent is not earthquake-free, a Chinese seismic expert said Thursday."China's newly-built seismic observatory in Great Wall Station has documented a hundred-odd earthquakes occurring in the region over the past year," said Chang Lijun, a member of China's 28th Antarctic expedition team.The discovery challenges the prevailing notion that the Antarctic has no earthquakes, as many earthquakes have gone undetected due to lack of seismological observation in the region.However, thanks to technological advances, scientists have discovered that the continent is still subject to some minor tremors.Chang, also an associate researcher at China Earthquake Administration's Geophysics Institute, said last year's earthquakes ranged in magnitude from 0.5 to 4, scales which are usually undetectable to common people.The tectonic movements of Antarctica, which sits on two plates that pulled away from each other in the northern Ross Sea between 28 and 40 million years ago, but later converged, fascinate geologists worldwide.At the end of 2010, Chinese scientists set up a new broadband seismic observatory in Great Wall Station, greatly increasing China's ability to measure tremors and tectonic movements on the continent.
