SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. These ZIP codes have a large Latino population; Latinos have been disproportionately impacted by the pandemic, making up a majority of the county's positive cases while only making up roughly 34% of the population.INTERACTIVE MAP: CONFIRMED COVID-19 CASES IN SD COUNTYNancy Maldonado from the Chicano Federation said it's no surprise the region continues to see the high number in cases. Maldonado explained that many of those who live in the region are essential, frontline workers and often times live in multi-generational households.The Chicano Federation has distributed over 7,000 COVID-19 safety kits to the community, including things like masks, hand sanitizer and thermometers.Maldonado said the focus of the federation has been to continue raising awareness about this virus, encouraging testing, and encouraging the community to stay home during the upcoming holidays. 1415

SAN DIEGO (KGTV) — The officer who saved two twin toddlers and their dad after their father drove off Sunset Cliffs was recognized for his heroic efforts this week.San Diego Police K9 officer Jonathan Wiese was awarded the Medal of Valor and Heroic Act award from the California Surf Lifesaving Association and United States Lifesaving Association for his efforts to save the three people on June 13.SDPD received a call about a suicidal man with twin two-year-old girls driving with the intention of careening off the Coronado Bridge. Wiese was able to get the man and the two girls from the car to the shore."I could see him and he had one of the girls in his arms, and I have a two-year-old daughter at home so I imagined, what if that was my wife and kid down there? You're not going to stand there on the cliff and watch it happen," he told ABC 10News in June. "And by then four or five other cops had shown up so I pretty much threw the end of the leash to them and then I said hang on and I just jumped off."The officer also performed rescue breathing on one of the girls who was limp after being pulled from the wreck.Wiese is the same officer who helped apprehend the suspected Poway synagogue shooter in April 2019. SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot. SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out.
