VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

BEIJING, Dec. 8 (Xinhua) -- China reiterated its commitment to support Sudan's peace process, stressing that peace, stability and development of the country were of pivotal importance."The involved parties should resolve disputes through dialogue and consultation and work together to promote a smooth referendum in southern Sudan," Chinese Foreign Minister Yang Jiechi was quoted as saying in a press release issued by the Chinese Foreign Ministry here Wednesday.Yang's remarks came during the talks with his visiting Sudanese counterpart Ahmed Ali Karti. BEIJING, Jan. 16 (Xinhua) -- China is pinning hopes on its affordable housing programs to cool its red-hot property market in the latest round of campaigns against rising asset bubbles, after the government moved to crack down on market speculation during the past year.Experts held that to increase supplies of affordable housing is the key solution to guide the market toward healthy development and help stabilize prices.During a talk show hosted by China National Radio on Dec. 26, Chinese Premier Wen Jiabao said the government will press forward housing price control and increase the supply of affordable houses for low-income earners.His words came after the government had announced a plan to build 10 million more low-income housing units this year.China is working on a more healthy system that provides housing that meets different demands, after an array of policies, including tighter credit for commercial housing, failed to produce satisfactory results in 2010.In 70 major Chinese cities, home prices rose 0.3 percent month on month and 7.7 percent year on year in November last year, which was the third consecutive month prices rose.China started the construction of some 5.9 million units of affordable homes in 2010, of which 3.7 million were completed, official figures showed.Qin Hong, a researcher with the Ministry of Housing and Urban-rural Development, said the number of affordable homes is still "far from enough", especially as more low-rent homes are needed for China's "sandwich class" families who either are disqualified for low-cost housing or cannot afford the sky-high prices of commercial housing."By attaching more importance to affordable homes and low-rent housing, it seems that the government is leading the market in the right direction," said Zhang Hanya, head of the Investment Association of China.

GUANGZHOU, Dec. 24 (Xinhua) -- A fishing boat with at least 13 crew aboard has been missing for a week in waters off the coast of south China's Guangdong Province, authorities said Friday.The boat, registered in Yangxi County, Yangjiang City, was unable to be located at its anchoring spot in Dongping Port at 3 a.m. on Dec. 16, when other boats in the port that were taking shelter from strong winds received the boat's distress call, Yangxi County marine affairs officials said.Winds of up to 72 kilometers per hour started blowing on Dec. 15, whipping up five- to six-meter-high waves, the official said.The family of the boat's owner, Feng Zixing, reported the boat missing on Dec. 17, after private searches failed to find the boat or its crew.Feng and most of the missing crew are from the county's Lanpao Village.A search for the boat had found nothing by 7 p.m. Friday.The 28-meter-long, 5-meter-wide boat was built with steel in 2001. It was equipped with radar and walkie-talkies.
