Xi addressed a meeting in Beijing, at which a group of heads of agencies of the CPC Central Committee and the central government discussed how to implement the Scientific Outlook on Development. Xi said the ongoing campaign to educate Party cadres on the Scientific Outlook on Development should focus on how to maintain a steady economic growth, despite global economic woes, through more scientific and efficient work. He said this was desirable because the ultimate goal of the campaign was that China achieve sustainable, broad-based development under the leadership of the CPC. The Scientific Outlook on Development represents important guiding principles for China's economic and social development. It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007. The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality. In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work. Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring. The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President. In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC. The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said. However, it noted that China still faced a number of challenges and problems during its social and economic development. Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said. Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity. Hu made the remarks in a letter to the China Society for Human Rights Studies on the occasion of the 60th anniversary of the publication of the Universal Declaration of Human Rights. He said China will strengthen international cooperation, as it has always done, in the human rights field to make its due contribution to the building of a harmonious world featuring lasting peace and common prosperity. China, however, will base its human rights development on the basic situation of the country while acknowledging the universal value of human rights, Hu said in the letter. The country will prioritize people's rights to existence and development in its socialist modernization drive and ensure, in accordance with law, the equal rights to participation and development of all society members, Hu said, stressing the principle of "people first". Citing the enshrinement of human rights in the Constitution, Hu said the country has recorded a new chapter of human rights development since the founding of New China and especially since the reform and opening-up 30 years ago, which has been witnessed by the whole world.
