MACAO, Nov. 13 (Xinhua) -- Chinese Premier Wen Jiabao Saturday respectively met here with leaders of Portugal, Timor-Leste, Mozambique and Guinea Bissau, who came to Macao to attend the third Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries.Wen held respective meetings with Portuguese Prime Minister Jose Socrates, Timor-Leste president Jose Ramos Horta, Mozambique Prime Minister Aires Bonifacio Baptista Ali, and Guinea-Bissau Prime Minister Carlos Gomes Junior.During his meeting with Jose Socrates, Wen said that Chinese President Hu Jintao paid a successful recent visit to Portugal, bringing the development of the two countries' relations to a new level.He pointed out that China encourages capable enterprises to invest in Portugal and is willing to expand its import from the European nation, in a bid to realize the goal of doubling bilateral trade volume by 2015. He also said that the two countries should explore cooperation in fields such as energy, tourism, logistics and traffic, promoting the deepening and sustainable development of bilateral ties of economy and trade.For his part, the Portuguese Prime Minister said in the meeting that Portugal appreciates China's support, welcomes Chinese enterprises to expand their investment in his country and is willing to deepen bilateral cooperation in various fields, so that the two sides can push forward their relations and achieve more fruitful results.When meeting with Jose Ramos Horta, Wen said that the people of China and Timor-Leste have forged a deep and profound friendship, and the two nations have established a solid political foundation.

PORT LOUIS, Jan. 8 (Xinhua) -- China has signed an economic and trade cooperation accord with Mauritius worth about 9 million U.S. dollars, including 6 million dollars grant and 3 million dollars interest-free loan.The accord was signed on Friday and the signing ceremony was attended by visiting Chinese Vice Premier Hui Liangyu and Mauritius Vice Prime Minister and Minister of Finance and Economic Development Pravind Kumar Jugnauth.According to the accord, the grant and loan will fund projects agreed on by the two governments in the future.Hui and Jugnauth also agreed on boosting cooperation in science and culture and implementing the programs of the accord signed by the two sides.Visiting Chinese Vice Premier Hui Liangyu (Central L) meets with Mauritius Vice Prime Minister and Minister of Finance and Economic Development Pravind Kumar Jugnauth (Central R) in Port Louis, Mauritius, Jan. 7, 2011.Hui also met Mauritius Prime Minister Navinchandra Ramgoolam in the capital of Port Louis on Friday when he started a three-day official visit to Mauritius.During the meeting, Hui commended the bilateral cooperation since the two countries established diplomatic ties in 1972 and the promising trend to further strengthen the ties in cultural exchange, education and tourism.He thanked the Mauritius government for its support on issues concerning the core interests of China.Hui noted that the two countries should keep pushing for extensive cooperation and high level exchange of visits, continue to building political trust between the two governments and implement the measures in the framework of China-Africa Cooperation Forum.Ramgoolam also spoke highly of the fruitful cooperation between the two countries and thanked China for the assistance in improving the country's infrastructure including a new international airport which is under construction.Hui held talks with Mauritius opposition leader Paul Berenger on Saturday afternoon before he wraps up his visit to Mauritius, the first leg of his five-African country tour which will also take him to Zambia, the Democratic Republic of Congo, Cameroon and Senegal.

BEIJING, Dec. 10 (Xinhua) - China's priority in the public health sector will shift from prevention and control of communicable diseases to treating chronic diseases during the next five years.Li Bin, an official with the Ministry of Health, made the statement during a regular press conference at the ministry on Friday.Li said China had given priority to controlling communicable diseases during the 11th five year program (2006-2010), and the health authority will now focus on chronic diseases during the 12th five year program (2011-2015).According to statistics from the ministry, cardio-cerebral vascular disease has become the major threat to the health of the Chinese public. The incidence rate of chronic diseases in China has reached 20 percent, which meant 260 million people have been diagnosed as suffering from chronic diseases.It was also reported during the press conference that China had retrofitted toilets in 7.83 million rural households into more hygienic facilities as of the end of November this year.

  

BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.
