BEIJING, March 16 (Xinhua) -- China and Britain Tuesday inaugurated their first higher-level strategic dialogue during British Foreign Secretary David Miliband's visit to China.Chinese State Councilor Dai Bingguo and Miliband co-chaired the dialogue, which was held at vice foreign minister level in the past."Elevating the strategic dialogue mechanism is a meaningful event," Dai said at the start of the talks, noting that the mechanism was an important channel for the two nations to make in-depth communication.Dai hoped the two sides would make use of the mechanism to have candid discussion on strategic issues in bilateral and international relations. Chinese State Councilor Dai Bingguo (2nd, R) meets with British Foreign Secretary David Miliband (2nd, L) in Beijing, capital of China, March 16, 2010. Dai Bingguo and Miliband held the strategic dialogue here on Tuesday"This will help us to increase mutual trust and respect, and to promote the stable and healthy growth of China-Britain ties," Dai said.Miliband said the dialogue between the two nations "had always been strategic," and he was vary glad to see the elevation of the dialogue mechanism.Miliband agreed with Dai that major countries should respect each other and enhance cooperation to shoulder common responsibilities.Expressing appreciation for China's achievements in economic growth, Miliband said Britain welcomed China's contributions to the world economy.Miliband hoped the two nations would increase cooperation in tackling climate change and in economic and security sectors.Britain would work with China, on the basis of mutual respect, to push forward the bilateral strategic and cooperative partnership, he said.Miliband is visiting China from March 14 to 17 as a guest of his Chinese counterpart, Yang Jiechi.During talks between the two foreign ministers earlier Tuesday, Yang said China-British relations were developing well, and lifting the level of the bilateral strategic dialogue would further promote bilateral relations."We are willing to work with Britain to further promote our comprehensive strategic partnership," Yang said.He hoped the two nations would enhance communication and strengthen mutual understanding and mutual trust.Yang also suggested the two nations address the financial crisis as an opportunity to actively explore cooperation in financial services, clean energy, renewable energy, energy saving and environmental protection, and to further expand investment and trade links.Yang said the two countries should respect each other's core concerns, including those related to sovereignty and territorial integrity.China and Britain should work together, in line with the principles of mutual respect and equality, to correctly view and properly handle differences, Yang said.

BEIJING, Jan. 8 (Xinhua) -- The move by the United States of selling arms to Taiwan brings chilly air to the warming China-U.S. relationship as well as military exchanges.The U.S. government on Friday announced the plans to sell a package of arms to Taiwan, which include Patriot missiles, Black Hawk helicopters and minesweepers. China immediately expressed strong indignation about the sale after the U.S. government notified the U.S. Congress of the plans.China slammed the U.S. move, pointing out it has violated the three Sino-US joint communiques, especially the principles established in the Joint Communique on Aug. 17, 1982, which stated that the U.S. would not seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sale.According to a press release of the Foreign Ministry, China has decided to partially halt the exchange programs between the militaries of the two countries, as well as the vice-ministerial consultation on strategic security, arms control and anti-proliferation, which was originally scheduled to be held soon.The two militaries had been expected to launch more exchanges in 2010, which include U.S. Defense Secretary Robert Gates' visit to China and mutual visits of warships.Qian Lihua, director of the Defense Ministry's Foreign Affairs Office, on Saturday summoned the defense attache of the U.S. Embassy in Beijing to lodge a stern protest."We reserve the right of taking further actions," he noted.The U.S. move cast a shadow over the military ties between China and the Untied States, which have seen a warming trend since U.S. President Barack Obama took office.The two countries held the latest round of defense consultations in Beijing in June, which were suspended for 18 months after the then outgoing Bush administration announced a 6.5-billion-U.S.-dollar arms package for Taiwan.At the first U.S.-China Strategic and Economic Dialogue held in Washington D.C. in July, the two countries agreed to expand military exchanges at various levels.Vice Chairman of China's Central Military Commission (CMC) Xu Caihou visited the United States from Oct. 24 to Nov. 3, the first senior Chinese military leader to visit the country since Obama assumed the presidency.These hard-won rising military exchanges resulted from consensus reached by the two heads of state on a sound and healthy development of bilateral ties, but at the same time they require cautiously handling of the sensitive issues like arms sale to Taiwan, the first and foremost obstacle of military ties.When U.S. President Barack Obama visited Beijing in November, China and the United States issued a joint statement, pledging that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations."I am very pleased with the reduction of tensions and improvement of the cross-strait relations," said Obama during a dialogue with Chinese youth in Shanghai.However, the arms sale deal apparently runs counter to the commitments the U.S. side have made.As one of the most important bilateral relationships in the world, a sound China-U.S. relationship not only conforms to the fundamental interests of the two peoples, but is also conducive to peace, stability and prosperity in the Asia-Pacific region and the world at large.Now the U.S. side should take the responsibility for the halt of military exchanges between the two countries, which may subsequently deal a blow to bilateral ties.

BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. The total number now stands at 2,981, Wu said.The standing committee confirmed Friday the qualification of five senior officials including Sun Zhengcai, Wang Rulin, Sun Chunlan, Padma Choling, and Luo Huining as newly-elected deputies to the 11th NPC.They were elected in Jilin and Fujian provinces, Tibet Autonomous Region, and Qinghai Province.Members of the NPC Standing Committee also agreed to expel Chen Shi, former county head in Wuchuan county in southwest China's Guizhou Province, from the national legislature for his suspected violations of law and discipline.The top legislature also ratified a bilateral consular agreement with the Philippines.Wu Bangguo also presided over a special lecture Friday afternoon to help members of the NPC Standing Committee better understand the importance of technology innovation in supporting the country's sustainable development.
