Health experts have also said it can cause fetus abnormalities.The 10.8 billion yuan (.5 billion) plant for the Tenglong Aromatic PX (Xiamen) Co Ltd was expected to produce 800,000 tons of paraxylene and add about 80 billion yuan a year to the local economy.The authorities started soliciting opinions from the public following the publication last Wednesday of an environmental assessment report by experts from the Chinese Research Academy of Environmental Sciences (CRAES).It said public participation was an important step in the environmental assessment of urban planning.The CRAES report advised Xiamen's urban planners to choose between developing Haicang district into a sub-center of the city or creating an industrial zone focused on the chemical industry.It also indicated that creating an industrial zone would require demolishing a number of houses, relocating residents and conducting strict safety controls over the chemical plant.Participants in the forum were chosen by lottery on Tuesday, under the supervision of the Xiamen notary office, from the 624 people who registered online or by calling a hotline number.A further 100 people were selected as alternative representatives. More than 100 people were disqualified for providing invalid ID numbers, the local government website stated.

Chinese government said on Tuesday Vietnam had caused concern by agreeing with BP, a British oil company, to build a gas pipeline in the South China Sea. "It is not beneficial to stability in the South China Sea area. China is paying close attention, and we have already made serious representations to the Vietnamese side," the spokesman said. "With everyone's hard work, the situation in the South China Sea has been stable." Qin also said that the February13 agreement on the Democratic People's Republic of Korea (DPRK) nuclear issue may have run afoul of some difficulties, but that does not mean the Six-Party Talks have failed or will be rendered invalid."(The difficulties) are natural because the talks have never been smooth, but the fact that the situation has encountered difficulties doesn't mean that the talks don't work," Qin said at a news conference. All parties are committed to the idea that negotiations are the only way to achieve a stable, nuclear-free Korean Peninsula and the normalization of diplomatic ties, he added. A leading Chinese trade union for journalists is considering action against a bogus "official" website for the organization. The website -- www.acja.cn -- runs genuine news industry information and links, as well as the emblem of the All-China Journalists Association (ACJA), the ACJA announced in Beijing Wednesday. "The fake website claims it is the website of the ACJA and uses the emblem of ACJA on their website," Gu Yonghua, ACJA party secretary said. "Under the name of ACJA, it even runs recruitment advertisements, carries advertisements and operates other business," Gu said. The fake website uses the abbreviation of the ACJA''''s English name as its domain name, while the genuine official website of the ACJA -- www.zgjx.cn -- uses the abbreviation of the Pinyin, phonetic Chinese name. "The fake website has several unhealthy links that impair the reputation of ACJA," claimed Gu. "The website has infringed on the rights of the ACJA," Gu said, warning Internet users to avoid the bogus site. The ACJA, formerly the China Youth Journalists Association, was founded in Shanghai on Nov. 8, 1937. The association, as a national association for Chinese journalists, has 223 local association members representing750,000 Chinese journalists. The genuine website for the ACJA was just opened in February. The fake website carries the claim that it opened 10 years ago and is planning to go public. It is linked to several media websites, including The People''s Daily and the Washington Post. Search engines like Google and Baidu are also on its webpage. However, the server and operators of the website are still unknown, sources with ACJA said. The ACJA was contacting the Ministry of Information Industry and other government agencies to identify the operators and servers and would take legal action against the website if necessary, said ACJA sources.

BRUSSELS - Javier Solana, European Union top diplomat, expressed here on Thursday his concern over Taiwanese leaders' comments on the Chinese province's application for UN membership."I have noted with concern the comments made by Taiwan's leadership on October 24 concerning Taiwan's application for UN membership under the name of Taiwan," Solana said in a statement."The EU has a substantial interest in peace and stability in East Asia. It has a particular interest in the continued prosperity and security of Taiwan and in the maintenance of peaceful relations across the Taiwan Strait," he said.    The fundamental position of the EU is that the Taiwan question must be solved peacefully through cross-Strait negotiations between all concerned parties."We have concerns about the current policy of Taiwan's authorities to pursue a referendum on the question of UN membership in the name of Taiwan," Solana said, adding "This concern flows from the EU's conviction that both sides of the Strait should refrain from statements or actions which might raise tension across the Strait and which might be perceived as a unilateral change in the status quo."The proposed referendum would risk making it harder for Taiwan to enjoy the pragmatic participation in the activities of specialized multilateral fora, "when there are clear public interests for this and when statehood is not required." he said"I therefore want to encourage both sides to take further initiatives aimed at promoting dialogue, practical cooperation and confidence-building," he concluded.

SHANGHAI, May 3 (Xinhua) -- The gas supply to about 10,000 households in Shanghai was suspended for eight hours after a gas pipeline was broken by a grab at a construction site on Thursday. No casualty has been reported, according to the municipal government. The accident happened at around 8 a.m. at the crossing of the downtown Caoyang and Shunyi streets. Workers said gas burst out after the grab broke a gas pipeline with a diameter of 300 millimeters. Though they tried to plug the crack with bricks and mud, the leak was out of control till rescuers from the municipal gas supply company arrived. The company cut the gas supply later and fire fighters sprayed water around the pipeline to dilute the gas to avoid explosion. The pipeline was repaired at around 4 p.m. and the supply had resumed by 6 p.m., according to the gas supply company.
